This sounds like a video driver issue, or a settings issue. In order to tell which one it is, post a log from running CoH Helper as it will give information about your system and the CoH installation and settings.
Since the live servers are working right for you, it's most likely a settings issue. The settings for Test installations are configured separately from the Live server installations.
You may want to download TweakCoH so that you'll be able to adjust the settings for Test before the game loads if that is indeed the problem.
If the game spit out 20 dollar bills people would complain that they weren't sequentially numbered. If they were sequentially numbered people would complain that they weren't random enough.

I'm having the exact same problem and I'm about 90% sure it has nothing do with Vista or my graphics card. I wish I had a way to test it on a different computer.
ew Vista. I am not in the beta, and when I try to log on to the test serve I just get bounced back to the login screen with a message telling me my account is not authorized for the beta. So not sure that the black screen is part of the "no access".
