Well, if it's toughness on teams but not Willpower you want, I'd say Invulnerability. It's very solid now that it was buffed and the typed defense IO sets were revamped. If it's too much like Willpower for your tastes, try Ice perhaps, that's a more different mechanic but still pretty tough.

Don't forget Shields. With pretty minimal IO usage, you can get a very solid Tanker with some interesting and fun gameplay mechanics.
Well what about going through levels without IO's until lvl 50?

I'm sure it's possible to do on Shields, too, though I haven't tried it myself.

Well I would like to make a new tanker but I am not sure what set will work for me
I want something that will have a good survivability rate and wont get the dmg debuff of Granite Armor. I already have a Willpower tank so I do not want that. Whats a good team tank primary?
