It allows people to rate you as a good or trusted (or a bad or untrusted) poster. When someone makes a post you find informative, entertaining, or otherwise worthwhile, you can click it to add to their reputation, which will in turn tell others (by way of the little "light" under a person's post count, I assume) who may not be as active on the forums which posters are generally thought of by the community as the most informed or trusted members. For example, someone who consitstantly posts good information, clearly states what the mean in a way others can understand, and helps new players might have a very high reputation, while someone who purposely makes their posts look like they're written in yellow crayon would probably not have a very good reputation.
FUN FACT: That burst of light when you level up is actually the effectiveness escaping from your enhancements all at once.
Of course, the bad thing about it is that it's ideally used when everyone's post count starts at zero. If it were, then if someone has a thousand posts and their reputation isn't good, you'd know they're probably just padding their post count. As it is, it's entirely possible that someone's post count could be a thousand and they simply haven't posted on the new forums yet.
Oh well, in time, it will be more useful.

So what is the point of the little scale icon at the bottom left corner of the posts? I saw a little popup that says 'reputation'. Is there an elaboration somewhere about that?
