Suggestion for a change in respec behavior
I agree it's annoying, but I feel like it's a minor nuisance compared to the actual respec.
Nothing is more frustrating than getting to the final screen and throwing your enhancements in their rightful slots, when you realize you misplaced a power slot. After backtracking and reslotting you just lost the progress you made and have to start enhancing from scratch again. Not to mention it's somewhat difficult to view your final product overall when you have to scroll up and down through each power set.
Back to the OP, I believe the programming involved to make those changes would probably be too much work. That's usually the case, but if they were to make the change I'd be happy with it.

Isn't half the point of a respec the ability to change your power selections? Therefore you wouldn't necessarily have the same powers as you did pre-respec and therefore could not simply mirror your old tray (Where the heck did "hotbar" come from? Is that some type of buffet? And skills for that matter... they are powers.
). Hence, the current system.
To me it is extremely annoying to lose the placement of my skills across the hotbars after a respec. One of the most annoying aspects is all of the temp powers end up slotting to the hotbars. The following is how I'd like to see respecs work:
Hotbars retain the skill/macro placements as they are pre respec.
Only the temp powers slotted on the hotbar prior to respec are retained, no other temp powers are automatically added.
When switching to a second build, the hotbar skill placement should be mirrored from the previous build, including pre existing macros.
New powers gained after the respec would appear on available open slots, but would not bump or replace any previous skills on the hotbar.
Instead of just an option to finalize a Respec, there should be a "Try this build" option, which temporarily finalizes the skills for a set duration or until a person logs out. After the build trial you either have to finalize or adjust the build.
