They (the devs) did not want people to be able to achieve large amounts of Defense and Resistance without any downsides, so they basically had to choose one or the other and they went with Defense (Probably because it is less reliable than Resistance). That's why there is less resistance bonuses available and at lower values.
Are you sure that some power sets have much of an advantage over others based on the positional/typed defense available? All sets that add typed defense also add half the bonus as positional defense, and vice versa. I could maybe see Ice and Energy being slightly worse off since they are typed defense (iirc), but I doubt they would be far off soft capping defense to most types with a reasonable build. Typed defense powersets might be able to do it cheaper, but that hardly matters in the end.

I'd actually settle with resistance set bonuses getting the same treatment as defense set bonuses. What I mean is that all of the bonuses that currently only enhance one type of resistance should get a "buddy". Think of Scirocco's Dervish for example, the 2nd set bonus only gives NE resistance instead of NE and E.

With me not seeing much of a problem at all I have to agree with DSorrow, the buddy bonus maybe it but otherwise I find it cleverly balanced even if people can't see alternative methods to any given goal that their characters may actually have been designed to do.

This is really just a general question that I've wondered about for a while.
Why are IO sets biased towards positional defence?
Set bonuses for positional defence are often as high as 3.75% while typed defence is half that.
Also it is widely accepted that 1 defence equals 2 resistance so on that basis sets should offer 7.5% resistance.
With the current setup some Primaries/secondaries have an advantage.
Any reason for this?
