Seeing as how the devs don't have an easy tool to create and edit cutsecenes, the answer is probably no.
Oh, and this forum is for asking other players questions, so don't expect devs to answer it

Well i do think they can add 'static' cutscenes, like a shot on a hossie you have to rescue or a certain target on the map (boss etc).
But they will never be as cool as GW's cutscenes

Mission Architect: Are we going to eventually (like i60 or sumthing) going to get an easy to use tool to create and edit cutscenes with?
been working on some new arcs and really wanted to put it in, but i find i dont have the attention span or the time to learn demo record/edit, creating the thing, re-recording the thing in fraps or sumthing then posting it on youtube with links in my story....
Really wanted cutscenes....
