This statement is correct. Since its a proc it'll only have the chance to fire everytime it activates against an enemy.
Procs only work nonstop when the auto power affects you and not the enemy.
For example:
Chance for buildup proc: If you slot this into a power like tactics then it'll have the chance to activate once every 10 seconds [is the time correct?] since the powers buff affects you and doesnt rely on a teammate/enemy to be close by.

I think it will only work when there is an enemy in range, is how my build up proc works in Invince on my scrapper anyway

yes is would seem to work that way, i put 1 in repuls field on my blaster and only got it to work once while in a group of high kb resistant mobs.
Hi , i was wondering if there is a bug with putting the PROC Force Feedback: Chance for +Recharge into Hurricane(Storm set) ?
i have it slotted in hurricane at the moment, and had a test for 20 min, i did not see my recharge increase in the stat box .
Does it work, or will it boost the enemys?, or only works when a enemy is in the Hurricane Range, etc etc ?
