City of Heroes OSX Users
See, I don't read it that way. Now, I'm not a MAC user, so please excuse me if I've got this wrong.
What that says to me is that OS X Tiger is not supported by the client. When Snow Leopard is released, it will be supported by the client, which may result in users who have Tiger failing to be able to access City of Heroes, probably due to some client incompatibility issues between Tiger and Snow Leopard.
Essentially, it's saying "Upgrade - we support the upgrade. If you don't, you might not be able to play the game."

Even though they can right now? (I'm not an expert on how Mac upgrades work, but that seems an odd way to do it)

When the Mac edition of City of Heroes launched, OS X Leopard was the official Mac operating system supported. Although players "could" use OS X Tiger, we did not officially support that operating system.
When Snow Leopard launches, and we integrate support for Snow Leopard, Mac players who are using Tiger OS X may not be able to use City of Heroes.
The patch note was put in place to remind OS X Tiger users that Tiger is not officially supported, and warn them that once Snow Leopard comes out, we will not support any Tiger compatibility issues.

Ahh SO its in fact the other way around, if you don't upgrade the launcher will be upgraded to match snow leopard? and you will be... left in the dirt of a new OS?

Taken from the patch notes, use this as information as a heads up. Snow leopard will become available September 09 for $29 (£17 approx) upgrade price from leopard. At which point issues may arrise with city of heroes functionality if you choose to upgrade. I know i will be purchasing this so will post anything i find here.
