This is what I would go for.
It could be explained by having a storyline and/or TF that the entire neighbourhood is reverting to point in time in the past - perhaps 100 years or so in the past - due to <insert enemy group here> activity.
I would lose the fog and go for the endless night scenario with archaic street lighting and NPC's in period costume clothing.
Maybe even put a few new mobs into the zone as well, or just new to CoH like the ghost pirates from CoV or a variation thereof.
All it needs is a little imagination from our devs and this zone would become a lot more popular.

That would be great - kinda of like a 'dark city' (the film) scenario, where things can be altered back to the past at certain times of the day.
I guess you couldn't do a complete rip off of the film and have the zone change say 3 times in a 3 day cycle, from past, to present, to future. If something is done in each time frame, the map will stay as whatever time the final challenge gets completed in, for half a day (real time) or something - then within that half a day there's an opportunity to collect things that aren't in the other 2 times frames. All for badges of course.
Mendor Silos (or whatever his name is) could be the bad guy.
Part of the problem is the instanced nature of the missions. You could have 500 people online but probably anything from 50% to 80% at times wouldn't be 'seeable' in the game by coming across them in the zone.
