Making a complaint

Is there a method available to submit a formal complaint to NCSoft? I have a support question that's been sitting unanswered for 10 days, and _every_ time I ask another question that even mentions the existance of an outstanding thread, I get told that 'this is being resolved elsewhere' and they close the question without trying to answer it.

Customer Service and support are somewhat lackluster, I admit. I'm not sure where you complain, to be honest though.
