Once you're over level 10 go to any trainer and talk to them. There should be an option to choose your Active build.
Note that you can only change it once every 15 minutes.

If you go to a trainer you can choose to select your build. The first time you select your second build it will need to be, um, built but after that you can switch back and forth between the two. I think its every 15 minutes (someone correct me if that's not true) that you can select which build you use. You need to buy enhancements for each build but that is no great chore unless you want them both to have the really expensive unique IOs

Does that mean you can have different power sets? Within the same AT?
No, just different power picks/slotting for the same power sets.

Because forms deactivate most of your powers and activate 4-6 new ones it's rather handy to have a bind that will switch you to a new form and then switch your bottom tray of powers to another with the powers that can be used by that form.
For example I put my Novas powers into Tray 3. I then bound the C key to shift into that form and switch my bottom tray from Tray 1 (where my commonly used human form powers were) to Tray 3.
/bind c "goto_tray 3$$powexec_toggle_on dark nova"
Similarly with Dwarf Form I have it bound to b and tray 4
/bind b "goto_tray 4$$powexec_toggle_on dark dwarf"
And v is used to switch back to human form and go back to tray 1
/bind v "goto_tray 1$$powexec_toggle_off dark dwarf$$powexec_toggle_off dark nova"
Mine are actually in Keybind files rather than just simple slash commands since I've one for sequentially turning on my Human form Shields, one for switching on Shadow Cloak and Super speed by pressing it twice and one for changing shift & left-click to use either Human Teleport or Dwarf Teleport depending on the form I'm in. I can send them once I get home later (assuming I remember ). Makes it a lot easier to dance between forms in the middle of a fight.

I've tried a little of everything, but my Blapper toon (Armoured Blaster that behaves in a Scrapperish fashion, and frequently pays for it - Elec/Energy/Weapon/Faceplanting) is still awesome fun.

Carni pretty much summed it up - I use keybind files written in notepad as well - whenever I change forms not only does my bottom hotbar change (to one with all of the attacks/controls specific to whichever form I'm switching to) but a whole new keybind file loads for that form. So basically I have 3 rotating bindfiles, one for "humanoid" form, one for "lobster" and one for "squiddy".
I have form-changes bound to the shoulder buttons of my mouse - nearest button changes to nova (or to human form if I'm already in nova), and the furthest button does same thing but for dwarf form - as both buttons toggle-off the current form it means you can also switch from dwarf to nova (or vice versa) with a single click, and as it's on the mouse and not the keyboard I can easily do that whilst moving.
The bindfiles also set teleporting in human and dwarf forms to Alt-leftclick - both teleports have different names (Shadow Step and Black Dwarf Step) so you simply couldn't do this on a single key normally without using bindfiles, because you can only have one "powexec_name" command in a single key's bind.
It all makes switching forms very natural, fluid, instinctive, and makes warshades a lot of fun to play. You can do fun stuff like teleporting mid-fight as a dwarf into mid-air and switching to nova as you do so, so when the teleport completes you're in nova and ready to rain death down on the spawn you were stood in a moment ago. It makes double-miring easy to do as well (if not as effective as it used to be).
Without keybinds, especially the hotbar switching, you'd simply have so many powers on your hotbar (for all 3 forms) that it would be horribly cluttered and you'd need to use either mouse-clicks (slow) or finger-stretching acrobatics to use all of the powers when you needed them. It just wouldn't work as well at all.

I do have one little one I find quite handy on my PB - changes from Nova to human form, then turns on flight. Handy if you're blasting in Nova and want to briefly flip to human (without plummeting!) to fire off some heals or clicky-buffs.
Sadly not applicable to Warshades, as they can't fly in human form, and even more sadly not to hand for posting at the moment!
