Nope, it's a bug that has appeared with issue 14, I'm afraid. I think, although this is my guesswork only, that it's related to the power suppression effect added for the quiet rooms in the MA buildings, and the autopower suppression that happens when you zone now.

On my Shield Defence Tank and my Super Reflex I have noticed that when the two click mez protection powers are recharged (both are on auto) neither fires off.
I can usually stack two for permanent protection but it doesn't seem to be doing this anymore. I noticed it when fighting council, I had just ran in and the wolves sent me flying.
Is this a known bug or just bad luck?
