Procced up Katana puts out the highest single target DPS of Scrapper primaries based on the last time I researched such things; I don't think there have been any major changes since then that'd change this.
Already been done.
Sets I used were Hecatomb and Armageddon.

Katana takes some nice "Chance for ___ damage" IOs in just about every single attack, and is fast.
so in an IO set say for pbaoe damage for example you can get the scirroco dervishes set for pbaoe damage
one of them is a chance for lethal damage
so the chance for lethal damage would be considered a proc?
and each one of them is usually 7.5% chance, how much damage is it around though?

I'd say Achilles Heel Procedure would be a must for AV killing, no idea whether it's unique or not, if not, the more you toss into your build the better.-
Not unique, but only one may be in effect at a time on one enemy.
