Level 19 missions at level 28?

I've recently noticed that while i've got xp earning turned off that i'm still able to access missions of a much lower level than i actually am.. for instance, i'm level 28 (half a bar from level 29) and i'm still able to do a level 19 mission without using the flashback system. Is this a bug?

Dunno, I've never played with xp turned off!

Could that mission be part of an arc though? If so, it'll never be out-levelled.

Does the contact have a little book next to his portrait in the Contacts window?

Ah, yes he does.. So this means if i start a story arc at a low level, then out-level the contact by 10 levels or more without finishing the arc the contact will still be in my active list and i'll still be able to do the missions..
I guess i've just never noticed it before

Yep, I'd still do them for the merits though.

its worth it for the fun of 1 shotting Dr Vahz on a defender as well.

Mind of Gaia lvl 50 Defiant's first Mind/Storm 'troller.
Deadly Doc 50 Dark/Dark Corr
and lots more on Pinnacle,Union and Defiant
