This seems to happen if a base isn't visited for a while - it normally "wakes up" of its own accord after 24-48 hours

I've found that moving the power generator in the editor will wake things up immediately.

coming back to the game for a while, i find my SG base is powered down, with a message about upkeep not paid.
So i go to the SG registrar, who says i owe no rent?
Anyone know how to get the base back online?
