This is quite a frequent request by a lot of players, but the devs have said it would take a huge amount of work to make it possible, so the chances of it happening soon are probably pretty small.
I think that if it was ever added, it'd be done in stages, a few power sets per Issue, to give them time to work on other features too.

Look up 'Power Customisation' or 'Power Customization' if it's an American database or forum. You'll find loads of details on why it's been officially stated it won't happen.
However, it is also somewhere near the top of the list of things which have been officially stated as impossible, but that may happen. So, don't give up all hope, but also don't expect to see anything before I15 (earliest).

Also, I feel this is too much hard work for the devs for little reward.
As far as power customisation goes, look to the upcoming Champions Online. If it's what you really desire, then you might want to try it when it comes into open beta. Or wait till it realases.

Sort of, for a given value of impossible.
I was actually saying that it was classified as too much work, but it may be that someone had a bright idea and it now isn't as much work as it was. We'll have to see.

Which might well make it more likely to be put into CoX, to keep up with the oposition. If it doesnt, oh well. If it does, Score for us =P
