Yes. But it's rather difficult.
You've no chance of "weathering" the hold, so your only option is to floor her ToHit chance, then do enough damage to counter her natural regen rate.
A /SR scrapper can just about do it if they're built right, same for a well-built /Rad (-regen, but primarily tohit debuffs). Presumably an Ice Controller or a Cold Defender with Power Boost might be able to slow her enough so that her powers only activate, say, every once a week or so...
She only really has the hold (heavy negative damage DOT and Mag 100 hold) and PBAoE leech heal (think Dark Armor's "Dark Regeneration") to worry about. Also I think that she can't heal off Phantom Army.
As an Ill/Kin I don't think you'll be able to solo her unless you have enough global recharge to keep Perma PA out and you can keep her focussed on *them* rather than you and your Phantasm.
A Devs idea of solo is a player relying on powers that they have at their disposal. I'd say yes given the number and type of additional temp powers you can get + amount of insps you can have + luck, build and tactical thinking. There is ofc different types of Ghost Widow. So I wouldn't bet against the possibilities.
Just to add I would consider trying with a Firetank given all that I just said. The Mission Map itself though can cause consequences.

Without temp powers I came oh-so-close on my Thugs/Dark Mastermind during the patron arc. Haven't managed to get at her with either of us at 50 though, I'd guess Heroes have more opportunities to face off against her.

Ghost Widow appears exactly twice in Hero content AFAIK: once in the new Cimerora arc (at the mission level, as long as you're 40 or higher), and once in LRSF (at level 54).
DCUO and CO will never see my money. The Citygame will keep seeing my money for as long as I keep enjoying it
Plus in the final mission of the silos tf.

Basically, in that patron arc at level 40, after a long period of getting her to around 40% health she got a lucky hit on my Bruiser with Soul Storm and my Twilight Grasp managed to miss. Bruiser dies, GW moves to my other pets, heals herself full with a Dark Regeneration. Not fun. Oh well.

Thanks for the replies; sounds like it might be possible with a high defence or -tohit build that can negate her big hitter and hit based regen.
Probably means the usual /SR or maybe /Shields Scrapper or an Ill/Rad Controller - not sure Red side as the depressing maps have always prevented me getting an alt past 10.

Considering LRSF is Villains content...
Perhaps its STF you are meaning...
Playing on my Ill/Kin Controller the other day I did the defeat Ghost Widow mission with a team of 6.
She was absolute nightmare to take down due to her self heal.
Now I know that certain builds can take down AV's so the question is can Ghost Widow be soloed?
