Scarlet's 2nd Build?
I wouldn't 4 slot anything with the same IO and I would resist 3 slotting IOs as well.
Lets take a 3 end mod and 3 rechg power and make it into a 2 end mod, 2 rechg and a endmod/rechg "saving on a slot" for elsewhere. That endmod/rechg could be something cheap from the lower sets and be fine. The second build isn't something I'd want too expensive.
The 2 acc 3 dam could become 1acc, 1acc/dam, 2 dam or 2 acc, 2 dam, 1 dam/rechg, again a lower level set enh.
Every figure on every power has to be read and then you may say well is it going to be noticeable.
Combat jump with a def slot, how much better does it get? Add the second def slot and how much better still? But don't you have so little in defense that the defense from it is hardly going to be noticeable and so you'd need to rely on active defense anyway?
When you read run speed, forget the percentages and look at it in ft per sec. Going from 3 IOs to 3 SOs is such a small change in speed but being a blaster with ranged attacks is that going to matter? You could ask yourself if sprint could have 1 IO less as it is only 0.1 ft per sec different and have that slot elsewhere.
Lightning field, when your draining, it's there to prevent the enemy recovering end between the proper drain powers like short circuit and timesink. 0,78 eps on you is a lot too, and you only want enough to overcome enemies end recovery when it comes to end modding it. One of the stamina end mods creating 0,07 end rec could be saving 0,23 in end cost in LF but you can free up slots in many places. You take a sprint IO out of swift, exchange a plain end mod io in stamina for a perf shift end mod and gain travel speed back.

Starting with Toy, the basic premise is a total blapper, possibly for arena PVP (but not exclusively.)
You'll notice I've gone for far fewer range powers, but melee heavy.
Vernicherhelge, I had hoped to get the data chunk but it wasn't happening. Possibly my inexperience with Mids, I don't often use it I admit.
Shannon, thanks fro comments. Serveral of the powers have 4 slots for conversion to sets at a later stage (but when I put that together it was very late )

I think you are going the wrong way, needs more frankenslotting and some set bonus are still useful before hitting DR like +hp
Ok well scratch that. I've had a pretty radical rethink.
I've redone my first build and will be redoing my 2nd very soon. I've gone for a "blanker" type on build one and a far more ranged-based 2nd build.

So you choose a set IO based on its individual characteristics, rather than looking at how it works with other IOs in that set. Slot according to each individual set - with no regard to how set IOs combine (or how standard Invention enhancements work in individual slot placements
