Just a couple of suggestions, probably already thought of and dismissed by the devs, but here they are for the community to beat down, too;
Enhance ReTick Time
Enhance Radius of Effect
-Bear in mind that you don't have to be able to double the effects with enhancements (as you can with three Damage, Accuracy, Healing enhancements, for example), and could offer less (as with Resist Damage enhancements), or even less that this.
How about changing the chance to psi damage in perfect zinger (taunt) into a chance to blind, instead?
