That's not Power Customisation. He's suggesting NCNC's art-monkeys change the colour themselves, not give the player the option.
Although that still doesn't change the likelihood of this suggestion happening, of course.

TBH when you're looking at a giant wolf-headed creature opening a gateway to Hades so it can throw lightning bolts at a walking cadaver with an explosive backpack, I don't think the colour of the lightning's a significant realism issue.

I think you're using the term 'general consensus' to mine 'what I think.' The threa discussing that came up with a number of different scenarios for what the 'previously impossible' might be, and Power Customisation is only one of them.
