You appear to have missed the intention.
No one is being penalised. The rate at which benefits provide their buffs has been reduced, yes, but if you have, say, 3x Large Damage Bonus from sets, you do more damage, all else being equal, than someone who only has 1. It just doesn't matter as much as it used to. But it still has an effect.
Under the new system - a fully tricked out PvP newbie is less likely to be insta-killed in PvP, but an experienced PvPer on a pure SO build will probably beat them.

But it can be done with purely SOs on a pve basis. It might proove more costly in the long run (rather than buying lvl 25 generic IOs?) since you have to constantly update your enhancements but you can still get impressive figures using just the SOs.
All that IOs do is fill holes in a characters and enhances their specialty to a whole new level (whether it be regen/recharge etc)
To become king of both pvp AND pve you will need to invest a lot of time into the game, since both sections have dedicated players to both sides they have obviously spent a lot of time/effort perfecting their skills and stats as high as possible. With the new pvp changes all it means is that now you can be good at BOTH pvp and pve (multi builds ftw) from the get go (taking skill into factor too) using SOs.
But to become king of both? Then you'll need to invest the time and effort to get those stats up. Oh and with the new system even with the higher stats, the SOs players still have a good chance of beating you.
Why should they get rid of the market btw? Its far far far FAR cheaper and quicker to buy standard IOs using the market rather than trading merits (in the majority of cases).

The changes to PvP are so sigificant that you would need a new build even without diminishing returns affecting set bonuses.

Urg i know i'm not the most wordy person in the world but some of the post in this thread just leave me plain confused.
But i just cant resist posting something so here go's
Like many have pointed out already IO sets are used a lot by the PvE community my and they are far from useless personally I've slotted my stone brute in such a way that i am able to move around with rooted running at the same speed a normal toon walks at this allows me to be very mobile in combat and so decreases my fury degradation allowing me to do more damage and so lvl faster without the IO sets i couldn't do this. On my invul tank (lvl33) i have it slotted for maximum defence and resistance to the point where i can stroll from one end of PI to the other and ignore the hits landed on me this again would be impossible without the IOs i have slotted both because i can slot acc/end redux in a single slot so reducing the number of slots i need in attacks and also because the set bonuses allow me to push my resistance/defence higher also i have no need of unstoppable so i have a free power pic and less down time.
Perma Hasten is still possible on some toons depending on what IO sets you have access to.

At the very least IO sets allow you to maximise the effectiveness of more components of an attack than SO's will alone. That fact on it's own makes them anything but "useless"

My Kin/Sonic would disagree strongly with that assertion. And My Ill/Rad is trying to become another counter-example. You can get perma-hasten with IO set bonusses - it's just hard work now rather than simply throwing in a handful of +recharge sets. (You can even get perma-hasten without kin or rad, but it's expensive).
