But, doesn't a taunt power that forces enemies to move INTO close range and thus enabaling you to use all your other powers, be them stabbing with pointy things like swords or claws, or just plain punching / kicking the enemy in the face perfectly compliment your other powers already?

I mostly have either SJ or SS on while fighting, so getting into close combat isn't that difficult, plus with my style of playing I don't want to wait for them to come to me, I want to run to them and rip out their eyes, kick 'em in the nads, poke them with cattle prods etc
Would have been nice to have a extra BU power like a blaster or like you get on the claws with follow up. I would have even liked a power like some sort of a web grenade to stop 'em from running away, handy in both PvE and PvP
Though, I do admit that with i13 and the dual slotting things will be slightly better, but yeah ... I would just have loved to seen that little extra "oemf" in the primary set
I have it on my Kat/SR and find it extremely useful to ensure the mob I'm attacking doesn't run off as not being in range to hit it drops dps considerably 
. It has secondary benifits of being able to pull mobs off squishies if the tank misses them and if there is no tank you can do a passable job as one. I have had to tank Ice Mistral before - I think she hit me twice thanks to capped defence and have done so on a zombie invasion after the tank faceplanted when the bosses spawned - got to love elude at that point.
I did wonder what was going on when I tanked a rave in Sky for some lowbies and they kept falling over whenever I taunted until I checked my build - I had forgotten I had chance for psi in it.

Confront is part of a scrappers primary, where as taunt is a tankers secondary. Any power in either primary or secondary is in the way of something else.
On heroes I kind of like the idea of being in a team and everyones healthbars being everyones responsibility.

Taunt control as in 'They are focused on me, I'm taking piddly damage it's as if they are doing nothing at all' or as in 'Agrro on tank one, now on tank two, tank one, tank two' with the mob spending all it's time either doing crappy ranged attacks or running into and out of melee as it's taunted between the two?

Confront takes up space in a primary set which could have been used for something else which amplifies the primary set or compliments the rest of the attacks in the set. Group Flight and Group TP does not take up space in a primary set and thus you can't compare it.
I say again, there is an alternative to Confront if you want ... you can take provoke from the Presence Pool power, so why did the developers think it good to put in a taunt for a scrapper in the primary set.

I used Hasten merely as an example.
How about Inertial Reduction (Kin), that should be removed because you can get a better Jumpy power from Leaping pool.
Or Reconstruction (Regen) because Medicine has an Aid Self power.
Or lets remove Quickness (SR) because as we already know Hasten exists in a Pool to take instead and the SR could get another +DEF toggle.
And before you tell me that these are not identical to their poolside companions nor I will point out are the Presence set powers.
I haven't missed the point of your suggestion I just don't agree with it, you however seem to be missing my point that removing something from a main set would be a very bad step, not least for the hundreds of people who do take it, slot it and love it.

Just to be clear though I have never taken a taunt power on anything but a tank.
The only reason I ever put in Mr ?'s build was for the old hami raids, other than that I would never use it.
Now with dual builds, I just may make the 2nd build with it back in. As just possibly (only possibly mind) they may revamp the hamidon encounter as it is never done anymore.
I, and I am sure quite a few others looked forward to our monthly meet up. But it would need a serious look at to stop the american farmers.

I don't disagree that it is a good power to have in certain situations (PvP, while main tank is occupied, etc) but I feel they could rather put another damage buff in there, or an immob power. Something that would compliment the primary set or your build as a whole.
My point is, if you really feel you need to drag a mob of a squishy then there is always the pool power.
