Um, that's a PPD icon for the costume. NOT a badge icon costume piece.
And he didn't "dismiss" it. He simply told you it already exists.

I was forgetting, at the time, that the various special badges are a Vet Reward. I have a character who wears a PPD badge on her jacket (cos she's a cop), and that's why I 'dismissed' your suggestion, Hero2. The badge already exists. I doubt they'll make it freely available, when it's already there.

But anyways...
Suggestion is that when you earn a badge, you're able to add it as a Chest Detail, when creating a costume, so that if you have one badge you're very fond of, you can have it on your uniform/Costume
