Well a lot of us will check new posts but something like this is a business decision by NC and only they can say why its not enabled.
If sufficient people request it then they may decide its worth investigating the practicalities of it but it may be down to the overhead costs involved being too high for the money recieved from the low cost items.

i can buy the game,buy the wedding and/or cyborg packs,the GvE version with the paysafe card,but cannot do a toon transfer...
thats kinda funny [and irritating me] imho.

I can't be arsed to get a creditcard, don't want one.
Maybe the possibility to buy through Online banking (IDEAL in my case), or like DawgTagZz said with Paysafecards, it would make me very happy

Unfortunately the way the in-game store works precludes us from allowing payment by means other than a credit card on file. It's a technical limitation of the system as it currently works.

then do something like this the other way around, have things that are in the in-game store also in the NCsoft store.
i know it can be quite hard if it's about transfer and renaming, but it's at least a problem solving idea for char slots.
i use paysafe cards to purchase additional game time,this works verry well.
but why cant i do a toon transfer with it ?
i dont own or want a credit card....
it would be verry nice if u made this possible.
