Erm, sure, if you log out for an average of 24 hours each time. You need to have been logged out in an area for a total of 30, non-consecutive, days.

Well, assuming you only play for a couple of hours each day, that means you'll get 22 hours credited to you each day - so it should take like a month and a half for each badge.

Unless mistaken, all of the above. Being in a specific (i.e. train station and so forth) location also counts as being on patrol.

No, On Patrol is only when you're not in any of the other specific places.

The initial release said you are always on patrol, didn't say anything about not being on patrol if you log out at a job.
The text is unclear on that point. However, there is an "On Patrol" badge, and it would be a bit odd just to give the badge to everyone, regardless of where they log out.
But I think we will have to wait and see.
I really should do something about this signature.
Hmm wonder what you'll earn if you log out after falling through a hole in the map - Potholer or Miner maybe could be fun (and rare) - OK those (afaik) don't exist.

Just reading about it again, On Patrol appears to be the 'rested xp' system, so the badge is probably tied into that.
