Design decision, presumably, maybe to allow assassin strikes to work on (for example) patrol-type mobs that would otherwise be near impossible to have at melee range at both the start and end of the interrupt period.

Never thought about that, but same could be said about snipe, i use it as a first attack, but since both patrol and groups move, it doesnt go off.
If the mob is moving out of line of sight then yes it will fail but you have the benifit of range and so can usually easily pick a position where they won't hide behind cover. With AS you're much more restricred in where you can be.

Another problem with snipe is that if your target moves out of sight (or even briefly behind what looks like a pixel wide bit of rope or wire in the sewers!), the snipe still activates without hitting anything and you then spend some pointless time standing around waiting for it to recharge. Never understood why. If your target moved out of sight you wouldn't pull the trigger so why the recharge?
I think this happens if the target moves out of sight when it checks at the end of the activation, the power will trigger at the end of the interrupt period if the target is valid - think of it as the target diving behind cover at the last minute. Personally I think this is more realistic than the way all non snipe attack powers work where they only check if a target is valid at the time of activation.

But a AS started on a SS-moving character, thus 400-500ft down the road already, still hitting.. is not quite realistic

That was the point I was making. With snipe if the target isn't visible when it checks at the end of the animation then its not a valid target and you miss. - Much more realistic.

Assasin strike is much the same like snipe power is in terms of both can be interrupted. But how come you can activate assasin strike and hit the target even if the target moves out of view, but snipe when someone goes out of view, or range, the power doesnt go off, but also goes on cool down.
How come?
