Those are the wrong boss types.
In villains you get two types. The Marcone boys and the ones form the 'Don'. The ones you need for untouchable and therefore the tommygun are the 'Don' types. Those you can only find in Nerva Dock area. Even worse you need to read their description to be sure you get the right ones! They are not common spawns there as well. I get maybe 1 or 2 each hour. So yeah I gave up on that badge.
