None solo redside. Only arc where you can spawn a MI solo redside that I know of is one of Scirocco's missions, which are not flashbackable for some odd reason.
Newspaper/Police Band defeat carnie boss missions spawn MIs 50% of the time.

I'have done (solo) Harvey Maylor Story Arc but not see any Master illusionist
If you solo missions, bosses will only normally occur where they are scripted to do so (most commonly, just one, in the end room). If the boss type isn't specified in the mission, it will be a random type (i.e. either a MI or a RM for carnies).
