He cant create a NC account then play on your setup no, mainly because its not just one account.
You have your NC account, where you make payments, and buy additional games and such, then you have your Citys game account, which is tied to your NC account.
There are two ways to do what you want.
a.) Let your son play on your game account...
or
b.) Purchase the game online, at which you will be sent a game code (similiar to the one inside the original CD case when you purchased it.) This can then be used to create a game account.

to create an account you need to have a game code. To get a game code, you must buy the game.
As Raven33 mentioned you can simply buy the game online through the PlayNC Store - without the hassle of going out to find a retailer and buy the box.
Quick reminder: Although you can buy the code for CoH or CoV and get both games, you don't get the special bonus items from the Good vs. Evil Combined Edition.
You can then create a second game account on your PlayNC account or create a new PlayNC account to which you register the game.

You will have to pay second subscription every month anyway, buddy code just saves you the original purchase.
Can I sign my son to play without purchasing the game all over again?
Can he just go to NC create an account, I pay and he uses his user name and password on my existing set up?
Or do we have to buy the game all over again?
