That would be the best way, but I don't see it happening until a major overhaul is made.
Im actually looking forward to it a lot, should be interesting on how the rules will be implemented what with the game evolving to what stage it is at now.
Having competed in the first S4 using Darkstrike my Force Field defender Ill definitely be competing in this one but will be bringing a lot more experience and a shiny new thermal troller to the table 
Besides, the only proper way to enforce it would be to have a Disallow Set Bonus like the No Travel Powers on in the Arena.
