Yeah, this is a good idea. Love the 1st idea, it's been suggested before but it's still a awesome suggestion. 2nd idea I think I or someone else suggested before, but like above...awesome idea!

I want to have some employees in my bases. Maintenance administrative, R&D and even securtiy personel.
Would be nice if this is part of the new issue.
They could start with simple NPCs. Add them as decorative items with a simple animation (such as typing at keyboard, research, floating books etc) there wouldnt need to be any programming, just add an animated object.
we should be able to have bases like in the comics and have npcs walking around working on certain things like technitions in the control rooms and power rooms. but in the bases get like new rooms like training room with a arena where you can do pvp fights or make random mobs spawn and fight the mobs etc. what ya think people
