So was toying with the idea of making my first Tanker earlier, I like the look of the stone armours but Im somewhat obsessed with Ice as well (have 2 blasters who are ice/ for instance). So I fiddled around with mids and this is what I produced.

Get the footstomp version of ice. Latest patch gave it a quit decent damage element, so its more then just sleep now. (frozen aura was the name iirc).

And anything /ice or ice/, nothing compared to Tanker. Ice remains somewhat the weakest of all melee's from tanker, although it comes with decent survivability tricks.

Few comments on powers: (those not mentioned are good).

Level 1: Rock Armor -- DefBuff(A), DefBuff(3), DefBuff(3)
Get a extra slot in, either for End-red, or (wooo) LotG+recharg.

Level 1: Frozen Fists -- Acc(A), Acc(34), Dmg(36), Dmg(39), Dmg(43)
Get a 50 acc/dmg IO, replace 1 slot with a recharge - gauntlet spammage

Level 2: Ice Sword -- Acc(A), Acc(7), Dmg(34), Dmg(37), Dmg(40)
See frozen fist

Level 6: Air Superiority -- Acc(A), Acc(7), Dmg(34), Dmg(37), Dmg(40)
I never used this power, only for the KD it does. Acc/rech IO would be enough in that case.

Level 8: Rooted -- Heal(A), Heal(9), Heal(9)
Get slots here for end-reds. Perfect would be a 5-IO heal set (5% rech)

Level 10: Teleport Foe -- Acc(A), Acc(11), Acc(11)
I self took recall friend, i would go with a rech.

Level 14: Teleport -- EndRdx(A), Range(15), Range(15), Range(17)
Swap 1 range with a end-red.

Level 16: Swift -- Run(A)
If you gonna use Granite, get it 3slotted with run, u'll need it.

Level 24: Crystal Armor -- DefBuff(A), DefBuff(25), DefBuff(25)
Try a endred to it, or optional slot for LotG+rech

Level 26: Taunt -- Acc(A), Acc(27), Acc(27)
Taunt is auto-hit in PvE, its PvP where it has tohit. Only put recharge in this.

Level 32: Granite Armor -- ResDam(A), ResDam(33), ResDam(33)
Get 6 slot, 3 resist, 1 endred, 2def (def portion it lovely).

Level 35: Greater Ice Sword -- Acc(A), Acc(36), Dmg(36), Dmg(37), Dmg(40)
See frozen fist.

Level 38: Minerals -- DefBuff(A), DefBuff(39), DefBuff(39)
See other armors.

Optional, if fittable, Hasten. Once you can gain some extra global +recharge, it becomes manageble and it negate the entire -recharge of Granite.

I'd of taken and slotted earths embrace sooner to tanker sooner using schedule A enhancements and hasten it. Rock Amour early but not worth slotting till you can put DOs in it as its schedule B. Mudpots early so I can..er..tank, I find gauntlet weak. Taunt a lot more slotted for flexibilities sake but I always only let people work out what I mean by that for themselves but in short "stop giving a toot about whose supporting you versus AVs". The above advice is about right too but I will say if you end slotted your attacks and team tanked out of the cradle stamina could come later. I add an end slot to icepatch myself as it is basically part of an attack chain. Slows in Rooted? Not sure but I like to hurt things, get 10 in the mudpots even when solo and level faster. Stoneskin not much resistance on or gained from slotting it, most settle for one res slot and tbh I think its enough from start to finish. 3 SO slotted Swift oh yes but all in all from the moment you want to put in IOs I'd think in IOs, cost-wise I think from 30 on for me. Def can be put in granite but ya prolly noticed that.

From my own experience, it's a very, very low damage powerset combination no matter how you build it - so I prefer to play Tundra as a Tank/Controller and let the rest of the team worry about dealing out damage. But then I spend most of my time in Granite, so you might find things to be different...

Personally I didn't bother with either of the Ice Swords - admittedly that wouldn't suit everyone but I didn't like the look of them and they weren't a good enough attacks to force me to take them, so I went for extra utility (the Presence pool - Provoke in addition to Taunt helps make up for your slowness in Granite) instead. Frozen Aura is a good power now and would be a very good substitute for one of them.

You don't seem to have picked Hasten - I think you'll really want it once you start using Granite and it's nice even when you're in other armours.

As far as the order of power picks goes, I won't say too much since it's a build that benefits enormously from a post-Granite respec IMO. I would say, though, that the powers that make you an effective Tank prior to Granite are Rooted, Mud Pots, Earth's Embrace and Ice Patch and personally I'd want them all in my build as soon as possible. In my own build I put Ice Patch in before Stamina, I rate it's survivability bonus so highly. Stone Skin, OTOH, only really serves the purpose of capping your S/L resistance when in Granite form and can easily be left until later in the build.

One more note that's again very much personal taste - it's often forgotten that Mud Pots is also a Mag 2 Immobilise as well as a Slow. That means you can do fantastic amounts of damage to a crowd of minions with Ice Storm from the Arctic APP is you want to stick with the Ice theme, and Ice Bolt is a really nice attack too.

Hope that's of some help - I can't point you to the Stone/Ice guide I wrote about a million years ago as I don't think it survived the board wipe and I no longer have the original.
