You might also want to include in the 'polished' version a non IO build run down as well, if this is indeed for new players just starting to make their way in CoH I speak from experience in the whole fact that seeing these enhancements that cost a bomb is somewhat dismaying at times...
I wasn't bothered about the slotting, because its a farmers build and even that 1 damage slot is better than empty for a power that may not even get used. If I knew the "drill" when farming I might of had a good rummage through the build..otherwise I think the two important things to know straight away in the guide are, its definitely for farming and just how to play it.

Shannon this is NOT a farming build, i said it looks like one similair to say a fire/kins one, but i've actually started a new build, with many of the same sets just different slottings. I really just chose a build I will enjoy the most

Apart from having breakfast I took away minor difference makers ignoring how dramatic percentage drops can look (put them back if you think otherwise) to find slots for hold which I left empty.

A single target Hold is IMO a waste for a farming build of any kind, unless you are planning on farming Bosses over Lieutenants. However in a missioning build both single target Holds and Immobilizes are perhaps not essential, but certainly very useful. Any mob higher than a lieutenant will nearly always need two or more applications of a Mez to make any Mez stick, while Ice has the extra slow (like gravity) which will always stick (to mobs that don't resist slows; Warwolves for instance). Often you will be in a situation where you need an extra mez to stop the boss hitting you or team mates.
Yes an AoE (targeted or PBAoE) will do the trick but at a higher END cost, havin the availability of a single ST hold or immob can make or break your chances of survivability.
All that said the real use of the ST Mezzes come when you face an AV, in this situation while a stacked hold will hold an AV, eventually. It is far surpassed by the normal ability to stick said AV to the ground with a low END cost Immobilize.
If you can't control the target you aren't doing your job.
If you can't control the mob you only do half damage.
If you can't control the mob you might as well roll a defender.
ST mezzes are not needed in farming builds for just that reason, no farmer worth his or her salt is going to be facing single mobs, ST mezzes are not cost effective in that situation. For everyone else they are.

Farm builds can range due to whoever else is on a farm team. I could consider PvP builds to basically look like anything.

I would actually agree strongly with Dred on just one thing (but most certainly not the manner of his posting, lets keep it constructive), the slotting for your single-target hold is just wrong IMO.
1-2 Acc, 2-3 hold and whatever else you fancy IMO, its damage is pants and even on large teams single target holds are probably my most spammed attacks (take out the nasty Lieuts, slow and then hold bosses)
