If you are concept-led Rapthorn (much like I find myself), post your bio and we can advise and weave the bio to fit either Rad or Storm.
A good idea Mother, but I decide on powers first and then make a bio around the powers. I can give you some details though.
Radiation Emission isn't radiation. I am thinking of it as powerful magic. The same goes for Storm Summoning, except on a more offensive level.
I haven't actually written a bio yet, come to think of it.
EDIT: Not that help with fitting the powers into a bio isn't welcome, I am more looking for help with the powers, how to slot them, what to take and how to make PA perma, etc.

youl be able to solo with your eyes shut with just the illu part of build, mines illu/storm and tbh any storm she casts is litraly just gravy..
Once sloted the decoys rip through stuff, add in a phantasm horror, everything is cowering, add in phantom, more stuff is falling over dead, add in frozen rain, everything is now falling over, cowering or hiting a decoy it can't hurt anyway :P then as I said the rest is gravy...
The 2 things an illusion troller wants most from sets are +recharge and +recovery, especially for running the end heavy toggles in rad.
Running stuff through Mid's last night both sets can come relatively close to a relatively cheap Perma-PA, its a little bit hairy, and /Storm can pull it off faster (so much so I have now rolled an Ill/Storm) put still, possible on bot with inexpensive slotting.
Illusion/Storm all the way IMO, not a massive amount of synergy (the lack of an AOE Immob which stops knockback means you've to work a little harder to keep things boxed in) but tonnes of fun.
Storms Debuffs are stronger than Rads, with the exception that Storm has no -regen (but you get more pure damage powers in tornado & lightning storm) and no -damage (who cares when things are wasting that Damage on PAs anyway). Illusion/Storm has the strongest -ToHit of any Controller combo for example (Spectral Terror + Hurricane). Freezing Rain does more -Resist than Rad too. Illusion/Storm is quite capable of soloing an EB (although occasionally I've had to Hibernate up to save myself in those fights, had to do that vs Nemises when the PAs dropped).
As Death Badger says +Recovery & +recharge are the way to go, Storm is very End heavy too.
Illusion/Storm everything bar the Flash & Invisibilities is Must Have IMO, Storm everything bar O2 Boost, Thunderclap and maybe Tornado. Usually you have enough choices to pick 2 or 3 of these "not must have" powers (I went with Flash, Tornado & O2 Boost personally but the Invises are handy for IO +Recharge slotting).
I like TP for Storm, mostly for TP + Gale/Hurricane fun (I love TPing to the other side of a group and knocking runners back into the rest of the team / decoys / debuff patches).
Epic Pool I've had Ice & Primal and prefer Ice for Hibernate for the safe resting (great when you've got your pets + a few Deceived enemies fighting for you anyway) and Freezing Rain + Ice Storm (with maybe a Flash purely for the Containment damage in Ice Storm).

If I was trying to build the most effective controller for soloing EBs I would make an Ill/Rad.
Although I agree with most of what Carnifax said IMO Rad has a couple of advantages.
1. A self heal - storm has to pick up Aid self. Also there are rumours of a nerf to Aid self - they are just rumours at the moment but something to bear in mind.
2 AM - This helps with End but more importantly gives you + damage and +recharge. Increased recharge means that PA is out more often and will be a big advantage in getting perm PA. As an Ill/* your survivability and damage are linked directly to how often PA are up.
Having said that I recently decided to make another Ill/ controller for soloing EBs and went with ill/storm for a couple of reasons:
Firstly I've already got a number of /rad controllers but not any /storm.
Secondly both can do the job but Ill/Storm seems alot more fun.
During i12 I'm going to go for perm PA on my Ill/kin while leveling my Ill/Storm and hopefully in i13 I'll get to make the controller that I really want - Illusion/Dark Miasma - this could be the ultimate EB butt kicker.

Much as I'd love a */Dark controller I hope this never happens, IMO too many of the Defender sets have already been replicated to Controllers. I like ATs to have a few differences (I'd never have given Controllers Kinetics for example, or Rad).

I do agree with you too, Rad has some great powers, especially AM. By no means is it weak in any way. I just prefer the messiness of Storm to play.
From what I've read all of the defenders sets will come across so it's a case of when not if.
I dont think that it will be overpowered though, it will sit along side kin/rad/storm as a top tier secondary.
Using DM you would gain control but lose damage also the pet would be on a longer recharge due to DM being a secondary.
So powerful yes but not overpowered - dont think we would see an influx of Fire/DM farmers.

This is my current build for my illusion/radiation controller,it has cost me a lot of inf and the downtime on my Phantoms is 2-3 seconds,it's a monster either solo or teamed,I can solo AV's and tank GM's.With AM,Assault and the recipe bonuses I have +50% damage too.
It'a definitely my all time fav char and everyone should have one in their collection

Hey guys, gals and other worldly creatures.
I've always wanted an Illusion Controller. The Phantom Army looks so cool and I've finally managed to think of a concept, but I cannot decide on a Secondary: Storm Summoning or Radiation Emission.
Storm Summoning would add that Chaos-Controller feel and overall fits the concept well (A Mage). Due to Hurricane and its nice ToHit Debuff and Knockback effects, I am assuming it would make soloing doable, especially with the Snow Storm + Freezing Rain combination.
Radiation Emission has awesome Debuffs that are sure to make soloing easy and make me an asset to teams. For anyone wondering how Radiation Emission would fit a Mage concept, just think of them as powerful spells.
Could anyone shed some light? I am not experienced with either Set, but they both seem pretty good. Also, judging by these videos of a Storm Controller and a Radiation Emission Controller, I'd be able to, hopefully, solo a few Archvillains here and there and do some PvP. I'll admit I am more into being able to solo Archvillains/Elite Bosses as it's something I've always wanted to do (Not that I havent soloed Elite Bosses before ).
Any help would be much obliged.
