BS/SR - Defense cap
Below is my BS/Sr which is over the defence soft cap on all without parry or elude.
Elude on my DM/SR I mostly use for endurance in long AV fights, but the lack of Touch Of Fear means BS is a bit more end friendly and I don't need it at all. I found parry lowered my DPS, as a scrapper I didn't want that so used IOs to get around it.
The build below cost less than 300 million and if it was bought over time and with smarts I recon you could get it for around 200 mil (I'm lazy so I buy enhancements rather than recipes)

1 What is the def cap and can I hit it without Parry?
2 If I can hit the def cap what is the point of Elude?

What Cynic said. Elude is skippable after hitting the defense soft cap (45%).
Parry only helps on lethal/melee defense and it is also redundant when at soft cap unless you want to use it as a filler on your attack chain or simply there's nothing better to choose, however, taking your scrapper to melee soft cap implies at least 1 Touch of Death set, if you take Parry (even leaving Parry with an acc IO on base slot) then you can slot a more useful set such as Crushing Impact.
My melee def is over 45% without the Touch Of Death bonus, but only just.

From what I've read you can hit the def soft cap without parry, however it sounds like this is just mellee def.
Is it possible to hit the soft cap for AoE, ranged and mellee?
Also what is the situation with Psy and Toxic?

Psi and toxic is affected by positional defence, though some powers have no positional tag so will ignore your defence. AFIK they are all psi powers
Oh and though Night will say this is bragging the above build have ranged and AoE def over 50, melee is my lowest and still over the soft cap

@Psiphon: As Cynic says, it is quite easy to get all your positional defenses to 53ish% with the right power selection plus sets as per his build
One thing I would say about parry and it's usefulness is that yes, it boosts your def by quite a chunk but as an attack itself it's very poor. Your DPS will drop quite significantly if you use it. I have it slotted but don't use it on my attack chain unless I really need the extra Def, then I just 'auto' it and every time I change target it'll fire off before anything else. Once said buttock-tightening moment is over I take the auto-fire off and leave it in my tray. It's not a part of my regular attack chain.
