Is the whole presence pool thing part of the concept?

Yep. Don't say it like it's a five-day-dead fish... I've worked alongside tanks and blappers who have used Fear before as an effective control / lockup method. One that, unlike Taunt, involves people not hitting you for the duration and staying still.

Plus, this being this guy, inspiring terror is an essential part of the build.

(And shouting a lot.)

I have no real problem with the presence pool and used it on a scrapper for two issues, was just checking.

I'd try and work CJ in there for the extra def and combat mobility but I try to put CJ in all my builds if I can

I like the concept. I've always wanted to work in Presence on my Inv/SS Tanker. Especially due to foes being rooted to the spot as opposed to them running away as it was in the past.

It's only my opinion, but if you're going for the Flash Gordon inspired winged hero, maybe the laser beam eyes are a little out of character?

Alternatives:
Hurdle for complete manueverability (spelling?) around the map and his heightened fitness as their species are supposedly tougher/nimle than the average human.

Hover offers the same +Def as Combat Jump, so could be considered if going for a bit more +Def.

Problem with Hover is that it makes you too slow, Combat Jumping would be far more useful for herding.

Invoke Panic is great on paper, tried it once on my Inv scrapper and respecced it out because its duration is pants, although now with the appropriate recharge bonuses may be worth if it can recharge fast enough, maybe even to stack (if can be stacked by same caster and the recharge times allow it).

Hmmm, dammit now I want to try Presence Pool on my WP/Axe

Oh yes...also with Hover, you might not be able to pull off your AoE attack (Crowd Control?). With my Super Srength tanker you need to be on the ground to perform Footstomp (funnily enough! ^__^ ).

Ahh that's o k then! Never seen the animation for Crowd Control. For some funny reason I was thinking of them smashing the mace to the ground cruasing a tremor of some sort. Think I'm mixing a number of powers into one!

That's whirling mace, and it can be executed in air like all the other powers sharing the animation. (FSC, Whirling hands etc.)
