I might be wrong with this but one... But I think the damage of sleet is so low it's not worth enhancing.

Instead of upping its dmg, add some damage procs to it - like Pacing of Turtle Chance for Smashing (slow set) or Touch of Lady Grey Chance for Negative (def debuff set) - each one would tick every 10 secs per target so you could get far better bursts of dmg per target along with the DoT.
sounds good.. wat do you think of acc.. is it needed ..ive noticed they dont fall over much..would acc improve that or no?

Accuracy is pretty pointless in it since it's baseacc is so high it's basically autohit...and no...acc wouldnt help with the knockdown.

acc is useless on sleet, the base acc is high as it is, combined with the massive def-debuff they get hit with.. iirc i only got mine slotted with recharge

On my Rad/Cold I've gone for:
Level 35: Sleet -- LdyGrey-DefDeb/Rchg:50(A), UndDef-DefDeb/Rchg:50(40), LdyGrey-DefDeb/Rchg/EndRdx:50(40), UndDef-DefDeb/Rchg/EndRdx:40(50)
All at level 50. I just slotted 4 recharge and a def debuff until level 47, and while the set bonuses are OK (1.5% hitpoints and 2% damage), I slotted it like that more for the "six slots for the price of four" on recharge and defence debuff.
Edited to add: As suggested, if you wanted damage from it, you could use the last two slots for damage procs. My build is a bit too tight on slots for me to do that. Plenty of other nice AOEs to slot. 
I just got lvl 35 and have sleet on my ice/ cold corrupter..
what IOs can i slot in there ..i want damage recharge and defdebuff. not sure if i need acc in there or not.
