Empathy/Radiation PvP Defender
It looks quite offensive which isnt really the way to go for an empath. Taking and slotting attacks is only worth doing for the IO bonus'.
Ideally you want 5 Decimations into your first two attacks then 5 stupefy or decimation in Cosmic burst. Each gives you 6.25% recharge boost boost.
Aim and Total Focus are pretty pointless on an empath, TF especially makes you a sitting duck and you dont need the recharge boost from the Crushing impacts. Switch these two for grant and phase shift (which is very nice on an empath as you are gonna be a target especially when you use Absorb pain).
You definately want to get 5 lots of 5% recharge bonus' and is quite easy and relatively cheap. You want 5 Doctors Wounds in Heal Aura, Regen Aura, and Absorb Pain (with 1 range). You also want 5 Red Fortunes in Stealth and Grant, idealy you want them slotted 5 RF's and a Luck of the Gambler +Recharge but these are very expensive, I still have mine 6 slotted so if I ever have a spare one I can slot it in.
On an empath you endurance wont be an issue, excluding external factors like end drainers, so there isnt much point in spending 20-30 mil Inf on Numina Recovery IO so save the inf for other things
Ranges make you life so much easier especially in larger teams. You want 2-3 ranges in CM, slot Fortitude with 3 Membrane HOs 2 ranges and 1 LOTG +Rec, and I like having 2 ranges in Heal Other, lots of ways to slot it though 4 different heal/recharge and 2 range IOs is nice.

Thanks for the feedback Phil, much appreciated I've had a quick edit with the advice you've given me but I am a little bit uncertain on a few things:
Phase Shift and Grant Invis? I'm assuming their stealth values stack when they are both turned on? I can see how Grant Invis would help as if I'm healing the stealth will still apply (I'm guessing). Ive read the description for Phase shift in Mid's and it says that I cannot affect or be affected by those in normal space, does that mean I won't be able to heal them or something? If so I may have to give Phase Shift a miss. Could you also advise slotting for Phase shift please? I can see your point about total focus and the ranges though, and the Membrane HO's... most wise advice
Phase is a self protection power for one you are being attacked, especially good after you absorb pain and cant heal yourself, saved my as lots of times. Its worth slotting with 2-3 recharge.
Villains lack perception generally so grant allows your team to get the jump on them, also nice place for IO bonus' and the defence stacks with fort for even more defence

One thing I am a little unsure of though is the placings of stealth and grant invisibility, should grant invis go at 35 and stealth at 47? I dont think it'll make much of a difference eitherway. Also I've taken out the LotG 7.5% rech IO's because of the price... one of them is just a stupid amount and I cannot afford them just now Still the other set bonuses help. more recharge in clear mind and more range, no need for end mod in RA. If you want your ab to be set for more end mod go Heal/rech numina Heal/rech Dctor Heal/rech miracle Heal/rech/end doctor then put two end mode io's.
Put in a doctor wound set in regen aura. Get more run speed in ss. If you take health 4 slot it with numina for the set bonuses.

Cheers Psy, made another little change, I didnt however put the recharge in clear mind, only found space for one slot and that only shaved off 0.7 seconds, hardly worth it and I am no way going to move slots around when the recharge bonus is that small ^^.
I moved the tohit buff out of build up and put it in SS, so now thats 3 run speeds, quick enough?

2 run IO's are enough put the other one in sj for a jump/end IO. if you can free up a slot i'd put another range in clearmind. And having clear mind recharging 0,7 seks faster does help when you need to keep a lot of people cm'd. Other then that all i can say is if you can afford put lotg + rech in fortitude stealth GI combat jump. Personally i'd only 3 slot the attacks for devistation to get the + hp but then again i seem to like + hp a lot lol :P.

add a heal/rech harmonized healing to ab, steal it from the dmg io in cosmic burst. Other then that the build looks great, you could take out an attack for conserve power and free up some slot for more movement in sj etc, but this build looks awsome .
imo u never need recharges in cm and AB shud be slotted 5 doctored wounds and 1 end mod. other than that the emp side is pretty much perfect

I'd stick a Stealth IO into Sprint rather than start slowing down the travel powers. That way you'd only need to turn it on once every 120secs for "perma invis".
Combat Jumping: If you're not getting a LOTG+ Recharge in this, then grab a Karma "Knockback Protection" IO for that default slot if at all possible. Reasoning for this is that when you get toggle dropped you'll still have a reasonable degree of mobility instead of getting bounced all over the place.
Looks fairly solid apart from that...
Sprint end drain is relatively bad, so you'd have to keep switching it off as well. Personally Id invest an extra slot in a travel power for stealth ios. I only got one currently, my stalker, with whom the io is in 4th slot of hover.
both my empath and thermal have SJ slotted with 3 travel/end HOs and 1 stealth IO

All you're lacking now is a power boost that recharges 50 seks faster
Sprint has an instant activation/deactivation after all... The Stealth IO kicks in immediately, or at least semi-immediately (0.5 second activation or thereabouts IIRC), so turning it on and back off again every 120secs is IMO a very small price to pay.
Plus the fact that it really isn't all that endurance intensive to run even if you use it 24/7: Stealth + Sprint comes to (0.32 + 0.3 = 0.62) End per second unslotted. Superior Invis is 1.04 End per second unslotted.
I've a Stealth IO in my Stalker's "Sprint". I do sometimes run low on endurance... but that's not down to "Sprint", he has Assault/Tactics, too few slots (only @ level 30) and a complete lack of any other IOs...

Anyway, I was referring the the actual "remember to activate it every 120 seconds" thing. Would be nicer having it in a power that you actually use and have to activate regardless of stealth io or not. I have it in hover cause my stalker enters hover nearly always before AS (to kill the inertia from fly). Currently in Sirens call I am relying on stealth io+stealth+hide which is all nice and fine until I forget to activate hover beforehand and realize it by the time theres a scrapper trying to insert huge bonespikes to my ear.

Only thing i have to say regarding the controller vs empath thing is that the Defender despite lacking the powerboost recharge is clearly superior in buffing since can have higher quality buffs in all zones and is not restricted to RV and arena only. Thats is all. At level 50 situations what the controller misses on buff values makes up with powerboost.

0.62 is virtually identical to what you'd get if you slotted Superior Invis with two Endred SOs. For a real-world comparison, a level 50 endred IO in Stealth's default slot brings it down to 0.52 End/Sec total for (Stealth + Sprint). Superior Invis 3-slotted with level 50 Endred IOs is also 0.52 End/Sec...
So they're functionally identical, except you need an extra two slots on Superior Invisibility to get it down to the same Endurance usage (and the suppression time when attacked- 6 secs for SI versus 10 secs for Stealth).
You could think of it as a trade-off: for an extra 4 secs suppression time you get two extra enhancement slots, and as a bonus you only actually *need* to turn sprint on once every 120secs so it can cost you less end.
The other factor to consider is that as a Defender, Vigilance will probably help take care of endurance issues. Putting the Stealth IO in Sprint might not be "better" than using SS or SJ, but it'd give him "stealth" at level 2, and save a slot without causing any real trouble... and slots appear to be at a premium in that build.

Aye. Unfortunately that's the downside to using the Stealth IOs at all. You need to stick them in a power you remember to use every 120 secs. Travel powers have problems with this: Hover and CJ tend to only be used when you're in close quarters with an enemy... Fly and SJ suppress and are incompatible with Hover/CJ. Only SS can be left on while attacking with no downside (other than endurance usage).
For me sprint is a good choice simply because I can toggle it on whether I'm currently using SJ or CJ... and I find it's fairly easy for me to remember to retoggle Sprint on my EM/Regen because the cycle time is identical to Dull Pain (120 secs). When I need to use Dull Pain, I know I can leave it until the "Dull Pain" buff icon on my tray starts blinking to turn sprint back on. By then my blue bar is usually full again anyway...

Assuming that's the case (I see no reason why an Empath couldn't work retoggling sprint into their buff cycle very easily since it has no activation time at all, the Fort cycle would be an ideal place to slot it in):
Firstly that assumes that SS or SJ are going to be used constantly (fine for SS, but you have to pick between CJ or SJ) and secondly it's still using an extra enhancement slot... keeping (Sprint + Stealth) on at all times works out as less costly than running Superior Invis would, especially with the Defender inherent... and Ill/Emps seem to have little or no Endurance issues.
Heck, if you were running Sprint 24/7 you could even free up a SECOND slot (from Superspeed, since you hit the speed cap with only one Level 50 Run IO + Sprint) and it would give you better unsuppressed movement!

Now I figured that with those IO's he should be a pretty handy guy to have around in PvP, the amount of regen he can give off through Regen aura and AB is self explanatory! Also I was originally opting for conserve power at 49 but I figured that I may aswell go with stealth, even though I have been told that if you want to be a stealthy healer it's best to try an ill/emp troller and use superior invis. Nonetheless it has a low end cost and could stealth me out to some of my enemies in PvP. I didn't take Numina IO's on my 3 heals as I wanted to try and make this a practical build which wouldnt be too expensive inf-wise. The set bonuses are not bad I think.
