Good and bad is a subjective thing, many people dont understand alot about game mechanics, attack early at times, especially during a pull process and blame the tanker for not keeping aggro when they hadnt actually been able to tick a taunt or lacked the mobility or the recharge of taunt to of acted, whilst there are some tankers that are fighting in a stupid place, spending time fighting some foes they can easily handle whilst a trick archer is being beaten up for a good 10 seconds or more (so no excuses about time to react) by more than one PP that the tanker could have easily had aggro off.

Everyones idea of Tanker is different.

He does not care about his bodily self, putting his life and death aside to come forward for another's troubled besiegement. He does not boast about his ability, or shamelessly extol his own virtues. - Sima Qian.

What should be in between? Someone who can't hold aggro but still cares about team survivability? Well, I would call that a bad tank.

There are many players, particularily invul types, who picked the set, not so much because they want to Tank the CoH way, but because they want to emulate Superman or another suchlike hero.

Isnt that what this game also is? Be a hero?
I want to be the toughest, strongest, meanest and backbone tanker of them all! But i dont wanna look like a pile of rocks or being nonstop on fire or look stupid in ice.

Personally, I don't see a need to differentiate between different sorts of tank. If someone has the primary intention to keep aggro away from his team and centered on himself he is a tank. If he is doing nice damage on top of that it might put a content smile on his face, but damage alone won't make him a happy tanker.
On the other hand if a tanker wouldn't go out of his way to collect aggro or save a squishy but rather inflicts damage instead he is a scranker in my book.
Really, there is not much room for any tankers in between, unless you want to find different names for control-tanks, taunt-tanks, damage-tanks, aggro-accepting scrankers, aggro-avoiding scrankers etc. Well, actually I have a name for that last group: It's "cowards", but I doubt this could become an official term.

Its not only what u think to be as a tanker, but great aspect is what the team expect you to be as tanker. If they expect a fire tanker without any hold/mez power to run in a 2 group malta without any backup on the sappers, i wish him alot of luck. Sure there are alot solutions to this, but the baseline is imho already wrong.

You play as a team, you should think as a team. Weaknesses, strength, possible mistakes or dangerous mobs. Too many times i got told by a blaster to herd a 5 group room so he can nuke it, not only his lack of agro-knowledge or his cap on nukes, he 99% of the time fired of all his powers before i even got halfway the room.

But the whole agro stuff, a blaster never died against a even minion, why in a team he suddenly would? I pick the mobs that are a high thread to the team, those who i miss are either out of range and i grap straight after or i know the team can handle them without any problem.

Uuuhm, yes, of course. Playing a tanky tanker doesn't mean you have to be stupid about it.

Not wanting to correct you or anything, but if the team is doing invincible missions, and the blaster is 2 levels lower than the Mission owner that minion could be 4-5 levels over him and without a chance for Sidekicks.
So, theoretically, the blaster could have a bit of problem against the minion alone. And the situation i just described are of a quite common occurence.

Sometimes the moment a Tanker goes down its soon followed by the rest of the entire gorram team let alone blasters.
