leadership pool - which 2 to take?
Assault and Tactics would be better IMO (and need less slotting).
Vengeance is also a nice power, particularly if you fancy doing end game (like the STatesman Task Force) but of course could be delayed till level 29 or so! (Vengeance works well with just one defence slot).
Maneouvers is pretty crappy these days, i think 3 slotted with SO's it gives a wholly naff 4% extra defence or something equally rubbish. Yes, 4% to a SR scrapper or an ice tank will be handy. To anyone else not running some sort of defence it'll be nigh on useless. most people go for Assault (straight 10% Damage buff) and then tactics, which 3 slotted with to-hit gives about an extra SO's worth of accuracy. Assault only needs end redux too so you can save on 3 extra slots.
With Stamina and Acc metab you should be fine for end.

Whilst I generally go Assault/Tactics, if you wish to build for extra recharge then Maneuvers is handy as you can put one of the LoTG -Recharge IOs in it.
BTW, Assault is 18.75% damage buff for defenders.

Changed to assault and tactics now. Also I will be getting vengeance but at lv50 (so many other powers to get first).
With AV's someone is bound to die, so I plan to use fallout (slotted for debuff), then vengeance, then mutate which should really help against AV's. I wish this was my idea but someone else told me about that one
I do however plan to take dark as my epic, and plan to use Oppressive Gloom to provide more minion containment (well dizzyness lol). It should work well with choking cloud.. I hope!!
It's not that bad. It had a really bad rep following the changes because everyone kept quoting blaster or controller numbers that were in some Prima guide. It's around 7% slotted for defenders.
All the defence figures went flying down anyway, because of the way they changed defence and accuracy and mob to hit coding.
Maneuvers is absolutely fine and imo more useful than adding less than a damage DO to someone's dps. If it were 15% of total damage then fine but it boosts base damage, pre-enhancements. Boosting somebody that is fully SO slotted for damage from 200 damage to 215 damage is just.. whatever. I'd rather the extra chance to not get completely toggle dropped by some annoying half a second sleep attack.
I think you can put a Karma -KB enhancement into Maneuvers but thats the only reason I would take it
id take maneuvers for a few things ... lotg +rech, kismet +tohit, and karma kb res.. few more prob just cant remember what else
By the by, the earlier you get vengeance the more fun you get to have with it. On CoV I snagged it at level 20 with my Brute (don't ask) and it's seriously worth it's weight in gold. The buffs are sort of crazy but more importantly it's turned the tide when a teamwipe was looming on the horizon.
The downside is that if you get on a GREAT team you'll never have a chance to use it. But whenever I think of respec'ing it away, I always stumble upon some doom mission where it ends up being vital.
My Leadership toon is level 35 now...and people die a lot less frequently in the 30's than they do in the 20's from my experience. City of Heroes might be different from City of Villains in this regard, but on the villain side Vengeance is more useful before everyone gets their upper-tier doom powers. You know, because they die much less frequently.

I have room for 2 choices out of the leadership pool and I have gone for Maneuvers and Tactics. Which 2 would be best for me?
