A SS/Elec build to critique.
I'd get Lightning Field in asap, as you aren't slotting your powers for damage, you'll need to get Fury up asap.
You can't avoid the 'down time' on rage anymore so you might not want it overlapping. I found it really annoying not knowing when Rage was going to crash. In the end I decided that having a few seconds of double Rage wasn't worth the annoyance. Also, put some Tohit buffs in Rage, you'll notice the difference.
The_Aurrius: Fury's not really a problem, i've found with my own brute that with brawl on auto, I pretty much have a full bar within a few goons and can take +1/2s within a few hits (Stone Melee btw), hence the way I slotted the attacks on this one...would like to squeeze Lightning Field in earlier for aggro purposes mainly, but can't figure out what to push back...maybe Rage?

The base recharge for Rage is 240 seconds with a 120 second duration. Hasten gives you a 70% recharge reduction and LR gives 20%. So when Hasten is running (with LR of course) there will only be about 15 seconds downtime. I'd put one recharge reduction (allows for some recharge debuff) and 3 Tohit buffs in it personally.
With my SS/Elec I opted not to take a travel power so I could fit in the fighting, fitness and medicine pools, as well as hasten. He's 42 now and I can't say I've really misssed having one, what with sprint, LR and swift combined with the GvE jetpack and the temp powers. I get around fine, even in Grandville.
And having aid self, tough and hasten makes him very, very durable. I'm constantly amazed at the beating he can take (and dish out).

Looks quite similar as to what I planned for my SS/elec (which I ended up deleting though) so I'd say it looks good. Also, if you're teaming with a /thermal you might consider dropping the RES IOs from overcharge (or whatever the tier 9 from elec is :P) and grounded and put them into something more useful

I know what you're thinking, why take and slot kick? It does more damage than Jab and when Hasten is on can make a continuous chains of Kick - Punch - Kick - Punch, plus it looks cool.
This build works well, Foot Stomp can grab the aggro well for fury so no LF. Currently level 38 and can survive well enough without the self heal, so by 41 should be practically unstoppable. Oh, and that's Multi Strike in Foot Stomp, it's cheap and effective.

I have 2 SS brutes, 1 SS Tank, and I only use 1 ACC enhancement on all while I can fight lvl+5 with 90%+ hit ratio, so I wonder wether it's necessary in PvE (very important) to have more than 1 ACC enh on the attacks?
Rage however is slotted with 3 ToHit Buffs on all toons + 3 recharges. I know the 3 recharges are overkill, but with 3 Rech. Enh. U have like 10 seconds double rage!!! Imagine a brute full on fury + 2xRage (mebbe some FS) ==> Cap damage
So my little advice would be : 1 ACC on powers, 3 rech+3ToHits on Rage

I only end slot toggles if there is nowhere better to slot as well because during the fight duration the toggles arent my end heaviest powers.
as an Elec you should be able to end gain often anyway.

This a purely PvE build for my g/f who will be mainly duo'in with my Sonic/Thermal Corr (who's there to provide the heals....hense no Medi Pool).
Whats the thoughts and what needs changing.
