Aye as I said people can and have improved on it. But there becomes a stage that adding that extra 5% recharge will be too heavy on the wallet to justify its effect for most people
I'd deff go with Nrg, got a lvl 50 DM/regen scrap, and the only thing making it worth while in pvp is the Regen part. Sure DM is really fun to play with the Fear (fear ftw

but imho it aint a "stayer" ability, cause ya cant finish off peeps quickly....BUT might be the best duelling power there is...there its out there lol

Kent i would go EM/SR = winning combo
with IOs ita alot less end intensive than it used to be plus you get the best defence with the best burst damage.
Currently thanks to set bonuses and quickness I have +45% Passive recharge and +115% recharge when hasten is up at warburg lvl. This means elude is only down for 160 seconds for me and up 180 seconds
I know people have even improved on that so things can only get better

Pretty much everything you said is right. Little help here, iirc the most little downtime that you can get is 1 minute.
