I missed the US end of beta event but as I understand it groups of Rikti spawned onto the streets via portals. (The EU end of beta event was a bit of a non-event by comparison.
I would hazard a guess that given the huge increase in PvE and zone event quality, this new event will be pretty far removed from the first one in terms of mechanics and feel anyway.
If you feel it would be a good idea to get a little Perimeter Guard PvE teamage going for practice, give me a shout @Roentgen Storm, I'd be very much up for that.
