with your first character then yes. the ide with the levels is you learn your powers and tactics before you gain new ones. best advise would be to try watch how other eople play and learn from them. as you learn the game then the time it takes to get levels drasticly reduces.
also if you send tells to random strangers asking to be powerleveled your going to get unpopuler quick.

It basically depends on what you consider fun for yourself. If you, like you say, just want to have laugh with SG people and create nice costumes I would say powerleveling is the worst choice you can make. PLing does offer some advantages for hardcore PvPers, but other than that it doesn´t offer you too many benefits... except perhaps access to Kheldians which you won´t know how to play if you were PLed to lvl 50. 
Plus, PLing is generally frowned upon by many players who take pride in the fact of actually playing their toons.
So, my guess would be: bad thing.
If it has eyes, you can blind it, if it has blood, you can make it bleed, if it has a mouth, you can make it scream.
Leveling up is sooooo last year too 
The key thing is to have fun, and if you do want to get up a few levels quickly then the best bet is to get together a team and really punish those missions! P
I only play about 4 hours a day with DefConOne and we try to ensure that someone levels up every session, while still enjoying the story arcs and having fun.
The bigger the team the better too.
If you just want to have fun, there's no need to PL. It's a fun game to play at any level, so it doesn't really come into it. If you happen to SK a buddy who's a few levels higher then great, you level quicker and still have fun. But if you're stuck in a group that gives great XP but bores you to tears, then what's the point?
My view is, I play to have fun, XP is just something that happens while I'm doing it.
Also, asking outright for a PL is a bad idea, much better to ask someone in your SG who's higher level if they fancy some company - they'll have to SK you either way so you get the same benefit, but it's a much nicer way to go about it.

Is powerlevelling a good or bad thing?
See, I'm a very busy person and I get about 4 hours free each night to chillout, have something to eat and do what I want. Within that I play coH about 1-2 hours and its very difficult to get a decent level.
I just want to logon to CoH and have a laugh with SG people and have some decent costumes n stuff.
Would it be bad for me to ask for powerlevelling or wha?
