Generally Corruptor buffs/debuffs are 75% of the effectiveness as defenders. Defender blasts are 75% of the damage of Corruptor blasts and they don't get scourge.

Slight correction : defender's blasts are around 87% of corruptors blasts.
IIRC : cors are at 0,75 damage, 0,75 buffs/debuffs
defs 0,65 damage, 1 buffs/debuffs
The debuffs sort of make up for the difference in damage, though. A rad/sonic defender does a fair bit more damage than a sonic/rad corruptor. Of course, this is leaving inherent powers out of the question since the defender inherent is so laughably bad it's not worth even thinking about.
Not all defs use debuffs, in the case of kinetics cors can have way better dmg (higher base + FS capping you + 500% dmg cap instead of 400).
/cold also has -30% res in both -res powers, and /dark's tar patch is -30% (same as defenders).
The problem is mostly in pvp, with the -40% unresistable res debuffs instead of -30% in pve, and the abundance of powerbuilds. Most cors outdamage most defs in pve.
In a very general sense from someone who plays predominantly heroes and doesn't have a corruptor over level 40. I find corruptors mcuh more versatile at lower level just simply because the inherrant is so much better. I get the feeling things really even out once you take the epics into account.
I see the patron pools being useful too. I get a pet as a sonic/sonic corrupter and suddenly i do more damage and have someone to anchor debuffs to when solo.

ItĀ“s hard to tack a fixed value to the percentage of buff effectiveness comparing defender primaries and corruptor secondaries. (The 0,75 percent value applies mostly to the attacksĀ“ secondary effects.)
This comparison of defender primaries and controller secondaries shows how complicated the whole thing really is. From my own experience I can say that kinetics really is corruptor-friendly. Kinetic corruptors... monsters!

Out of interest whats the damage buff like from siphon power? Could it be used as a build up replacement?

IIRC the buff was something like 20% for corruptors... and stackable. IMO this is a quite nice build up replacement.

So realisically 40% to 60% depending on circumstances. Isnt build up something like 100%? Still, this is a lot better than nothing, and then theres fulcrum shift later.

And active much less frequently, perma-Build Up was squashed in the US beta.

some defenders sets are usable by corruptors too, so i was wondering..what's the % difference?
lets take dark miasma and dark blast as examples.
I suppose defenders twilight grasp heals more point than corruptors one.. and i suppose darkest night debuff more DMG and ACC..
but is there many difference?
and what about blasts? :P
