A large reward has been issued for the arrest of Militia hero Sabrina San, better known as Dragonfly who is wanted for questioning on suspicion of first-degree murder.

Militia Investigated - Heroes Magazine

Just days ago the Militia were favourites in the public eye for their incredible efforts in battling crime, but today their entire organisation is under investigation. Last night Longbow officers led by Manticore and Synapse arrived at the Militia base with the Police to place the whole group under house arrest. Although the Militia were asked nicely to co-operate with the Paragon Police, there has already been violent conflicts. This spells the beginning of an end for the Miltia.

Due to the level of criminal and illegal vigilante activity within your hero organisation, the Militia has been placed under house arrest while we inspect your affairs. We hope that you understand this is a temporary effect for the safety of the people.

The conditions of your arrest limits you to Paragon City where your movement will be closely monitored for the duration of the investigation. We ask that you co-operate fully with the Paragon Police Department and The Federal Bureau while we inspect all registered members of the Militia.

Please visit your nearest Police Station where an officer of the bureau will lock a tracking device to your ankle, equiped with audio feedback. The officer will also place two contact lenses to your eyes, equiped with video feedback to fully monitor your activities for the duration of this investigation.

You will then be asked the following questions to which you may only answer Yes or No. (We strongly advice you to answer truthfully)

1. Are you a licensed hero?

2. Are you a member of the Militia?

3. Are you aware of any vigilanteism within the Militia?

4. Are you aware of any criminal activity within the Militia?

5. Do you know the whereabout of Sabrina San?

6. If you were ordered to apprehend Sabrina San, would you obey?

Hyper Cat enters the Police Station with a severe hangover.
"What the hell is this all about, d**nit?"
"You aint putting those things anywhere near me!"
"Are you a licensed hero? Asks the police officer.
"Not anymore, you took it away from me remember?"
"Are you a member of the Militia?"
"Yes, but if you tell em about my license, it'll be the last thing you do!"
"Are you aware of any vigilanteism within the Militia?"
"No, I know of some in the police force though!"
"Are you aware of any criminal activity within the Militia?"
"No, their heroes remember?"
"Do you know the whereabout of Sabrina San?"
"Who?"
"Dragonfly?"
"Never met her."
"If you were ordered to apprehend Sabrina San, would you obey?"
"If you give me my license back, sure."
"Ok, now I need you to put these in your eyes."
"Get screwed!"
"If you want your license back, you will have to do it."
"You come near me with them, I promise you won't live to regret it!"
"Ok, that is the second time you have threatend an officer."
The officer nods to someone behind Hyper Cat, who tranqs him and throws him into a cell.

Cosmic Silver enters the the Police Station, gets fitted up and answers the questions without any fuss.

No, not yet.

4. Are you aware of any criminal activity within the Militia?

5. Do you know the whereabout of Sabrina San?

As soon as he is finished, he travels to Salamanca to visit a good friend. Once he is there he passes his friend a note without looking at his friend or the note and without a word. The note says:

Once he has destoyed the note, Cosmic Silver closes his eyes and switches the leg strap to his friend. Then he turns himself invisable and carefully removes the eye contacts for his friend to fit them to his own eyes, all the time keeping them 'looking' at a painting. Cosmic Silver then slips away without a word.

Coile enters Talos police station and walks past the desk as always. The man behind it, Frankie B, waves his hand.

"Andre, over here please."

"What is it? My Melanie's trial starts in one hour and I have to talk to her before that."

"Just a few question. Won't take long."

"Fine."

"1. Are you a licensed hero?"

"What kind of a question is that? Of course I am!"

"2. Are you a member of the Militia?"

"Thank sky goddess above I can say that I'm not. I'm the leader of thr Silent Tempest."

"3. Are you aware of any vigilanteism within the Militia?"

"Beside my wife? No, not really."

"4. Are you aware of any criminal activity within the Militia?"

"I already got the call. I'm not interested in pressing charges over the sword theft at this time."

"5. Do you know the whereabout of Sabrina San?"

"Huh? I said I am not pressing charges. As to where she is, I really, really could not care less even if I closed my eyes and wished really hard."

6. If you were ordered to apprehend Sabrina San, would you obey?

"I serve, I don't just take orders. I'm not interested in Sabrina. I'm not getting involved. But if she's wanted, and if she crosses my path, then yeah, I'd take her down. Can I *now* please go see my wife, eh"

"Absolutely. Just asking questions as told. Go on, you know the route already."

Lamb walked in, herded to his seat by an armoured officer. The overall effect, he mused, was to intimidate the Militia's more militant agent. He grinned at the thinly veiled threat, his scar wrinkling as the grin became a cheeky smirk. A second officer sat facing him, dressed casually in an open shirt, his tie crumpled on the table between them. Lamb unbuttoned his black suit jacket, unfastening the cuffs of his sleeves before taking the armoured cop's offered seat.

"Please, Mr. Lamb. We only want to ask you a few questions. I'm sure you want this over with. I mean, a man with your background...." The interviewer paused as if cursing himself for raising the issue of Lamb's history.

"I don't see what business that is of yours." Lamb grunted.

"Well yes...shall we begin?"

"Knock yourself out." Lamb sat back, fingers resting on his lap, his legs crossed in a relaxed pose.

"Okay, I'm going to ask you a few questions. You are to answer yes or no. We don't require any other comments."

"Are you a licensed hero?" He offered the first question as if warming up.

"Yes."

"Are you a member of the Militia?"

"Yes."

"Are you aware of any vigilanteism within the Militia?"

"No."

"Are you aware of any criminal activity within the Militia?"

"No."

"Do you know the whereabout of Sabrina San?"

"No."

"If you were ordered to apprehend Sabrina San, would you obey?"

Lamb looked up from under his eyebrows at the question. He smiled then. The officer sighed.

"If you were ordered to apprehend Sabrina San, would you obey?"

"Maybe."

"Yes or no, Mr. Lamb."

"Maybe."

Mr. Lamb this isn't a game you can win. We are aware of your actions as a member of Red Cell. But I'm sure we don't need to remind you. You're a wealthy, intelligent man, Mr. Lamb. Please reconsider your answer carefully.

"If you were ordered to apprehend Sabrina San, would you obey?"

Lamb feigned a yawn before nodding with his eyelids.

"Good. Thankyou for your time. Until this is all resolved we require that you wear a tracking device and videolenses. For your security of course." The officer placed two cases on the table. From one he took a small container which when opened revealed two hermetically sealed iris-cams. From the other a shiny, hi tech tracking clip that he quiockly fastened to Lamb's calf.

"The lenses are easy to "install". He leaned forward, motioning for Lamb to put them in.

Lamb did so. Then sat back.

"You're free to go, Mr. Lamb."

"One thing."

"Yes?"

Lamb looked at both officers, his scarred right eye glinting with malice. The look said it all as he stood, walking to the door.

"I'll be watching you." He growled before walking out.

The interviewing officer looked suddenly pale before clearing his throat and straightening his files.

Outside Lamb opened the trunk of his car. Taking a small bug like device from the car he attached it to the tracker and switched it on. Satisfied that his movements would be masked he climbed into the car and drove off.

"Oh, Grav Mistress, a moment of your time, if I could... I have some questions I need to fire at random heroes." An officer visiting the MAGI offices asked.

Grav looked up from her book and raised a characteristic eyebrow "Very well"


1. Are you a licensed hero?
Semi retired, but yes.

2. Are you a member of the Militia?
"In a way, I guess I am, semi retired as I just said. Is this some new way of saying Freedom Corp? Citizens signing up to help protect the community, right?"

"No Mistress, it's a super group"

"Oh, then no, not sure I've heard of them"

3. Are you aware of any vigilanteism within the Militia? I'll asume a no?

"that'd be a save bet"

4. Are you aware of any criminal activity within the Militia?

"No again"

5. Do you know the whereabout of Sabrina San?

"Who? but I highly doubt it. And unless you brought a personal item, I can't really scry for her."

"Sadly no.."
6. If you were ordered to apprehend Sabrina San, would you obey?

"I don't think so, I'd sooner act on a request."

"Alright, thank you for your time."

I have three alts in the group. Their responses. First, the 16 year old Tygerboy.

Tyger watched with barely restrained contept as the officer stood back, noting the body armour and the unbuttoned gun holster as he sat in the chair. The detective entered the room and offered him something to drink. Tyger said nothing. The detective fixed himself a drink and commented on the weather. Tyger remained silent, arms crossed, following the detective with his eyes as the man sat. "Not saying anything?" He asked.
"I was ordered to come here." Tyger replied hostility in his voice. "I was ordered to answer your questions. I wasn't ordered to make small talk. So either get to it or we're in for a long, boring, time."

The detective sighed. He liked to make this sort of thing easy...

Are you a licensed hero?

"Yeah. First thing I did when I got here. Don't even need a birth certificate."

Are you a member of the Militia?

"No [censored] Sherlock. Wouldn't be here if I weren't, now. Are the rest of the questions this dumb?"

Are you aware of any vigilanteism within the Militia?

Tyger smiled. "According to your constitution, the only people allowed to enforce the law are the guys in blue like this doughnut chomper behind me. As we all didn't attend doughnut tech... I mean police college, then we must ALL be vigilantes. Wanna arrest Stateman?"

Not at the moment. Are you aware of any criminal activity within the Militia?

"They wouldn't dare."


Do you know the whereabout of Sabrina San?

"Nope."

If you were ordered to apprehend Sabrina San, would you obey?

"No. I'm a soldier, she's in my force. You aren't. She comes to you, that's her baliwick. You come for her, I get involved. I can't stand the skank but that's immaterial. I don't desert my allies and I don't betray them either."

"Right then. I think we're done. Now I need you to have this stuff implanted. Do you have a problem with that?"

"Yes. But I was ordered to take this [censored] you want to implant. But don't get too close to the spikes." Tyger smiled. "Unless you want to be throwing up for 24 hours?"

Next, the 14 going on 30 Rachel, Vigilante Storm.

Rachel arrived at Paragon Police HQ in King's row and camo'ed her armour into the Red leather and denims mode before entering the interview room. The detective inside offered her a seat and she took it as the guard backed to the door. "Welcome... Rachel, isn't it?" He commented.
"Call me Vig." Rachel commented. "Or Storm. I don't know you to have you using my first name."
"Ok... 'Vig'," the adult commented, "I've got some questions for you about the Militia if you feel up to it. Drink?"
"Just water." Rachel commented. She watched as the officer poured some water from the tank into a plastic cup. Rachel tried some. Didn't taste like water she thought and commented on it. "Yeah, never does." The Detective admitted. "Now, onto the questions."
"Fire away."

Are you a licensed hero?

<Rachel flips her security clearance card onto the table.>

OK, that answers that. Are you a member of the Militia?

"Part-time."

"Part time?" The detective commented. "Oh, yes, your people in King's Row and your 'alliance'. It's made your area safer. It's the only reason we tolerate it."

"Well, good for you. We make one of the safest areas of the city and you 'tolerate' it. Shows the police here prefer cracking heads to making progress. Never mind. Next question."

Are you aware of any vigilanteism within the Militia? Well, I suppose your name covers that...

"Like hell it does!" Rachel replied hotly, showing the gaps between her teeth as she flashed angry. "I chose this name because I'm honouring the guy who first wore the armour! He died protecting people in the Row from the Rikti! I don't know why he chose the name but it was free and not stupid!"

Okay, Okay... Are you aware of any criminal activity within the Militia?

Nothing major.

Do you know the whereabout of Sabrina San?

Who? Oh, Dragonfly? No. Don't really want to know either.

If you were ordered to apprehend Sabrina San, would you obey?

"No. I don't answer to you. Your people have been nothing but a threat to my people for years, protecting those who have cash and those who have homes and leaving those who don't in the dirt so no, I won't take orders from you. But I won't stop you either. And, as for those tracking devices? You can shove 'em. The lost even THINK I'm spying for you, it ends the alliance and my patch becomes a warzone like the rest of the city. I'm not having that and I don't think you want it either."

{I have left this openended as it is possible the Militia board moderator may be able to argue Rachel into wearing them.]

And, finally, the Militia mascot, 12 year old Juniper, A.K.A. Wild Child.

"Um... Hello?" Siad a voice the Indy Port desk Sergeant couldn't see. No-one seemed to be in front of him but he was certain the voice had come from there. "Down here." Said a voice, slightly stroppily in his opinion. He looked over the counter. A girl was standing there. At least he assumed it was a girl with the orange fur, stripes, spots and bat ears. "Hi!" It said brightly, smiling and showing teeth both blunt and sharp. "I'm here for the Militia interview?"
"Um... Right, right." The officer commented, a little confused. He picked up the intercom and called a detective to the desk. "This..."
"Lady." Juniper interrupted as the officer tried to find the right word. She looked fustrated.
"Right. This... lady is here for the Militia interview."
"Okay," said the detective, with a voice that sounded like a butter knife scraping bread. He put a hand gently onto Juniper's shoulder and escorted her to an interview room. "So," she asked, "What do I call you?"
"How about Juniper?" Juniper replied. "It's my name."
"I see. I'm Detective Lacey.."
"As in..?" Juniper tried to interrupt.
"..yes," the Detective continued, over Juni's interruption, "as in Cagney & Lacey... But I'm not her. No husband."
"Oh." Juniper frowned a bit as she sat on the chair and started swinging her feet. "Ever wanted one?"
"No, I have too much to... Wait a minute! I'M supposed to be questioning you!" She laughed. "You'd make a good cop one day."
Juniper brightened a little. "Really?"
"Possibly. anyway," she added as she searched for the Militia questions. "Ah, found them." She cleared her throat.

. Are you a licensed hero?

"Yup. First thing I did when I got here and found myself alone - in the big city."

2. Are you a member of the Militia?

Juniper shrugged. "They asked, I said yes. And Tyger's in there. He's kinda my older brother."

Are you aware of any vigilanteism within the Militia?

"Only Rach. But that's just her name."

Are you aware of any criminal activity within the Militia?

Juniper giggled. "You think they'd tell me?"
"No," Detective Lacey commented, but you're a bright kid, I think so I'm sure you'd know if there was."
"Oh, right. Well no, I've never seen any vigilantism in the base. Or the group." She added quickly.

Do you know the whereabout of Sabrina San?

Juniper shrugged lightly "Wherever she wants to be, I suppose."

If you were ordered to apprehend Sabrina San, would you obey?

"I obey no-one - just ask Tyger - but I'm not her greatest fan so, if she starts killing police or Civilians then I'll help take her down."

Lacey considered this and entered the details. "Okay," she commented. "Now, we're just going to wire you for sound and... What?" She asked Juniper, who was looking worriedly at the contact lenses. "They don't hurt, honey, we just need to..."
"I can't wear them." Juniper interrupted, sucessfully this time. "The tracker is fine because, when I change shape, that'd just fall off. I don't know what happens to my eyes during the megamorphosising or whatever but it does all go black an' I'm pretty sure I don't want contact lenses in my colon, y'know?"

was first on the scene.

“Scariest d**n thing I ever saw. I entered the room,
fearing for my life, but she just sat there staring at the ketchup”

Police arrived quickly and surrounded the area, ready
for the worst. However, when the safehouse was raided,
Dragonfly was gone.

Police have warned anyone who sees Dragonfly not to
approach her, but to call Police immediately.

Just last week the famous herogroup the Militia were favourites in the public
eye for their incredible efforts in battling crime, but today their entire
organisation is under investigation.

So far police reports have shown that several members of the group have been
patrolling without licenses. Hero Magazines interviewed a spokesman from the
Ministry of Founders Falls security, who fund the Militia.

“True, some members of the Militia do not have a license, yet.. but they will do
once their applications are finalised. For now, our veteran members mentor those
without licenses. There is no vigilantee or criminal activity within the Militia.”

Militia hero Nightsparrow, newly wed to Coile of the Silent Tempest and close
friend of hero legends Monsiuer Mer’de and Lady Cobra is still in jail facing
several charges of murder, assault, vigilanteism and property damage.

More bad news for the Militia is that the wanted hero Dragonfly is also facing
charges of murder, theft and property damage on top of refusing arrest.

According to reports, the Ministry has offered to bail out both Dragonfly and
Nightsparrow until the completion of their court cases, in the hope that
Dragonfly would stop running and that Nightsparrow would return home to
care for her pregnancy.

We met with a spokesman of the Federal Bureau of Super Powered Affiars to
ask about the progress of the investigation.

“Well as of Thursday the Militia will be released from house arrest following
an agreement with the Ministry, but also we have all the information that we
needed from Dragonfly’s colleagues. The Militia are no longer under suspicion
but it was evident from our inspection that a small few are abetting Sabrina San
and obstructing justice, a matter which will be dealt with after the team’s special
mission this coming thursday - to locate and apprehend the fugitive, Dragonfly.”

Redsight sat earnestfully awaiting his turn to be called into the interview room. He kept his hood and mask on along with his vestments he wore whilst hunting criminals. A small grl walked past the hooded figure, happy that the PPD had found her dog. She glanced upwards into his face and screamed as his eyes caught the light, reflecting an unnatural red light back at her. Tutting with disgust her mother gave him a look that would kill given enough time and hurried her daughter and her dog away.

"Redsight? You can come in now."

Standing he pulled his hood down revealing the mask and those red, inhuman eyes he usually kept hidden.

The officer stammered, "Th-th-this way sir."

"Thankyou officer."

He was led into a brightly lit room, a feature that was hurriedly dimmed by the guard when the light was found to only accentuate his crimson gaze.

"Please take a seat, Redsight. This won't take long."

Redsight smiled.

"Shoot."

The interview began.

"Are you a licensed hero?"

"Yes."

"Are you a member of the Militia?"

"Most of the time."

"Are you aware of any vigilanteism within the Militia?"

"Not that I've "seen." His words hung pregnant with double meaning on the closing word. "Seen."

"Are you aware of any criminal activity within the Militia?"

"No."

"Do you know the whereabout of Sabrina San?"

"Haven't even met her, is she pretty?"

The officer groaned.

"If you were ordered to apprehend Sabrina San, would you obey?"

"If she's pretty, sure."

The officer sighed.

"There's just one other thing we need you to do for us. We've got a tracking device we'd like you to wear and these lenses to record everything you see."

"The tracker I'll wear. Lenses are a no for two reasons, one they'll interfere with my "vision". Two you wouldn't be able to understand what you were seeing."

At that he stood, pulling his hood back over his head.

"Can I ask you something personal?" The officer's face was softer then, an expression that looked misplaced amongst the harder, weathered features of his face.

"Sure."

"What's the deal with your eyes?"

"Ask me another time. Maybe I'll tell you. Detective?"

"Greggs. Thanks for your time, Redsight."

He nodded before walking out onto the street.

Jay sat quietly in the small interview room. His dark grey suit and tinted sunglasses a change from his usual attire of red leather and body armour. He'd seen the other members of the Militia enter a few minutes before him, and he wondered what their reactions were.

The police officer entered holding a cop of coffe, a detective in a tailored suit and mirrored sunglasses at his shoulder. The officer put the coffee down in front of Jay.

"There you are Mr Reynolds, black with two sugars." he said and stepped off into one corner.

"We appreciate you coming in, Jamie," said Detective Croquette taking a seat. "And thanks for the information on Dragonfly."

"Sabrina needs help... an' don't think she'll accept it willingly." said Jay, after taking a sip of his coffee. "But ah didn't appreciate hearin' about that stunt at The Militia's base. Ah said ah'd deliver her to ya."

Croquette raised his hands defensively. "That was out of my hands, man. I said to wait for you to do your thing, but the chief is a bit more headstong!"

"Well, ah hope you realise this makes things harder now. n' havin' called in all o'The Militia like this is gonna make them all close ranks. This has bin handled really badly, Croquette."

The detective shakes his head. "I know, I know. Look, the best I can do is to let you know that tracking device we'll give you won't be switched on and will be removable. Plus no contact lense recorder, 'kay?"

Jay sits quietly, finishing his coffee, letting the detective sweat for a moment. "Sure. So ah guess we'd better answer them questiosn so you got me on file too..."

"Sure thing, Jamie. Are you a licensed hero?"

"Yes."

"Are you a member of the Militia?"

"Yes, ah am."

"Are you aware of any vigilanteism within the Militia?"

"Yes. Sabrina San admitted as much to me."

"Are you aware of any criminal activity within the Militia?"

"Yes. Again, Sabrina mentioned her shopliftin' to me. Petty, but a symptom of somethin' deeper ah reckon."

"Do you know the whereabout of Sabrina San?"

"No, ah don't."

"If you were ordered to apprehend Sabrina San, would you obey?"

At this, Jay just raised his eyebrow and glared.

"Ah think ah've shown you where ma loyalties lie. Sabrina needs help, not prison. We agreed she'd get residential care and therapy."

"You sure that's wise, man?"

"Ah believe that Dragonfly is as much a danger to herself as others, an' she needs help. Willing or not."

"Okay, you know I'll try and swing that, Jamie."

Jay stands up, and looks at the other police officer.

"We're done here. Gimme that fake box o'tricks and ah'll leave ya in peace." he says, sliding up his trouser leg.

The entire active roster of the Militia had been summoned to base for an emergency debrief by Pious Angelus, formerly known as Pious Hunter. Currently, a member of the of the FBSA was completeing his speech of apology.

"So in conclusion, on the behalf of the FBSA I sincerely apologize for the troubles you have been put through this week. However, may I stress further that this has not been meant as a breach of your privacy. The tracking system was a last resort and was not meant to be mandatory, there were some misunderstand on the PPD's side of things." The man paused, but a slight laughter escaped him. "Needless to say, the Police hate you Militia people more now that before" he said through fits of giggles. After realising most of his audience was not laughing, he recomposed himself and left the podium. "Thank you for your time and good luck with tonight's mission"

Pious Angelus then took the podium.

"Good evening Militia, as you all know Sabrina San has become an international fugitive on suspicions of murder. Our mission tonight is to find her and bring her in for questioning." Pious paused for dramatic effect. "Ladies and Gentlemen, last night I had a premonition. It is the reason you have been called here for this meeting. I have reason to believe that Sabrina San herself will walk into the room later this evening with a prior intent to surrender. However, for some reason she will turn and flee to Independence Port before attempting to warp across dimensions via the Pocket D gates. Thank you for listening" Pious swiftly exited the podium, replaced by Mer'de.

"Pious's premonitions have been a hundred percent accurate in the recent past and so, I have decided it best to assign a team to wait in Independence Port at Valor Bridge should she turn up.
