Have you tried using the /sea command
Type that in and it will show you all the people playing, you can then filter it to get your aprrox, lvl or even the exact map.
Join a Super Group, that gives you a chance to get to know people, and they will help you.
From the pop up you can send tells to either start a team, or see who is on a team and ask if you can join.
If you are asking to join, the more polite you make you tell the more chance you have of getting on a team.
Gotta say, joining an SG is your best chance of getting somewhere. A lot of the SG members these days stick within their SG rosta when it comes to groups, or with coalition, mainly because they tend to know how each other works and cuts down on the chances of finding random people playing MM's with no pets or Brutes who only heal people. Find yourself a good SG and your fellow members are usually more than happy to team up, lackey or whathaveyou. I started 2 new Brutes and 1 MM only last month and already they're at levels 26, 33 and 20.

I agree that there are a lot more Heroes than Villains, but CoV is certainly not a ghost town.
I started playing Villains, and right from the beggining I could get teams by using the Search tool. After that, I started to meet some people around my level and always tried to team with them because we knew each other. That's when you get nicknames 
"Hi Fu!"
After that I joined the SG from some people I was used to play with and the rest is history. I can find teams using the SG chat or by looking for some friends in my Global List.
The same happens in Heroes. When I tried to team at the beggining, I was amazed how difficult it was because I knew nobody except for some other players who already had high level toons. I always got replies like "team full", "waiting for a friend", "we dont need a Scrapper". It took some time, but I met other players and joined a good SG. Now getting a team is too easy.
Keep in mind this is a MMO, so try to know as many people as you can, and make some good friends 
You'll be amazed how fast you can find a team after that!

If you want to find groups easily, move to US, ghost town in here usually
Joining a SG is definitely the best move you can make. Most of the Defiant SGs are friendly and helpful, and it's a great way to team with people regularly. Random teams tend to be no better in CoV than CoH, and are usually harder to find too.
Im leveling my next character to 50, although, hes only level 13 right now. Im having real trouble finding groups in Cap Au Diable, alot of the time, its empty!, any ideas?
