Good power choices but theres a few things I would do:

You'll find it very hard only having Hack and Parry for the first 18 levels and Whirling Sword will not fill the gap sufficiently.
Taking Build Up at 35 is waaaay too late. You'll want it much earlier for quickly dispatching tough opponents. Facing a Freakshow Tank (for example) without Build Up is going to be a painful slog especially when he get's back up after you've put him down the first time.

Dull Pain!
+ Hack > Slash. Most people skip Slash completely in favour of a Hack/Slice/Disembowel/Headsplitter chain.
+ Parry is not an attack for a /regen: it's a powerful, situational self-buff that's applied by hitting things.
+ Integration + Dull Pain + Reconstruction + Instant Healing are your mitigation. MoG is just for show.
+ Take your travel power at 14 or forever curse the Positron TF!
+ Stamina is not needed with QR but is still very very very useful.
+ Get Hasten. Your clickyheals will love you for it and the endurance crash is not an issue.
+ Whirling Sword is pants, but there's not much else you'd be better off taking (possibly "Tough"?)
+ You do not need conserve energy by any stretch of the imagination.
Realistically, your regen Clickyheals + IH will take care of about 70% of all PvE situations, and double-stacking Parry will take care of a further 29.99%. Revive is for the final 0.01%, and MoG is just for show!

The build looks pretty solid, how are you intended to slot the powers?
Very unscientifically:
Clickyheals - 3 Heal, 3 Recharge
FH & IH - 3 Heal (is it worth slotting Health for this too?)
QR + Stam - 3 EndMod
Offensive powers - all 2 +Acc and as many Dam as I can fit on (except Parry, which will be 2 +Acc only. Is it worth slotting this for +Def or not?)
Combat Jump - 2 +Def
BU + Hasten - 3 Recharge
Swift - 1 Run
Rest - 1 Rchg
SJ - 1 EndRed

I assume you missed off Integration by mistake, that should be 3xHeal.
The regen buff of IH is only part enhanceable so the priority for slotting should be 3xRecharge with 3xHeal if you have the slots.
FH is the last Regen power which should be slotted, Health isn't really worth slotting until you've got nothing left to slot.
Combat Jumping's def buff is so small it isn't worth slotting. Put a Jump in SJ as the end cost isn't a problem and it will mean you can travel faster.
Would it make a huge amount of difference to drop CJ/SJ and take Hasten & SS? I have the GvE Jump Pack (prestige power) so I have vert movement when I need it...

From personal experience i'd say yes, hasten becomes realy handy with the DP+IH combo in the later levels, when fighting AVs or anything else of a similar nature.
SS all the way, cj isnt really needed for a regen as it is only minor def wheras hasten is always useful so no point opening an unnecisary (spelling) pool
I did post Steampunkette's build a little under a year ago. Here's how she shaped out to 50. Regen has been given a back seat on the idea that the best defence is a good offence and her attack style is based on keeping opponents off their feet to cut down on incomming damage. She's not intended for PvP but I did double slot for accuracy on her attacks as it can hurt when she misses.

Dull Pain and Instant Healing were taken late as they are more luxury than necessity in PvE when you have Broadsword. MoG was taken at 49 as a "nothing else worth picking" power. I've soloed almost every EB in the game with this build (only Nosferatu required help to bring down).
The Fitness pool really isn't needed until you've passed the mid 20s in preparation for Focused Accuracy.
Build Up and Parry are still way too late at 22 and 24.
I wouldn't really call either Dull Pain or Instant Healing luxury powers - most definately not DP as it is one of your main defensive powers.
MoG no longer needs any DefBuffs slotted in it, since I7 it hits the soft defence cap of 45% against anything up to +5s on it's own without any slotting.

For a Broadsword Scrapper it really isn't needed until the mid 20s (the damage output really is that good), at least in my experience and I don't think I'm that good as to attribute it to any exceptional skill on my part.

That's easily explained, I haven't changed this build since I6.
I am now 34 and still have not put even one slot into Reconstruction. Personaly I think this power annoys me. And its actually the reason why I would not go for a BS/Regen Scrapper again. The redraw of your weapon take so horribly long
In my opinion they need to fix the thing for Katana an Broadsword, not to put away your weapon when using Reconstruction...
Redraw isn't all that bad as the animation interval between the two subsequent attacks is cut short to balance it out. I use Air Superiority as an opener alot of the time (have done since I got it) the draw makes for a quicker execution of Hack>Headsplitter as a follow-up that will floor any even-level Lt and leave Bosses struggling off their backsides when Disembowl gets triggered to finish them off.
With proper slotting Reconstruction is your ever present handy heal that forms a staple for Regen all through the game. The redraw is a bit daft but I'd rather be able to heal then chain two attacks in quick succession than have to wait for the attack animations to sort themselves out.
I thought I'd make a natural scrapper with no travel power. Was always interested to do a BS/regen, heard they do nicely in PvE for damage and survivability. I came up with this build:

I'm thinking of running tactics, assault, FA, tough and integration always. Hero builder said I'd have 2.2 end per sec recovery with these on which sounds pretty nice.
