For PvE, I suggest 3 Dmg, One Acc and maybe RecRed/EndRed depending on other powers in your build.
As for Targetting Drone, I wouldn't know tbh.
TD, 3 ToHit buff, 1 End, maybe 2 end.
Attacks, for sensible PvP no acc, just 3 dam and then rech/end/range/sec. effects as you feel necessary.
A 3 ToHit Buff Targeting Drone will rougly count as an Accuracy enhancement in targeted powers. It will not help Trip Mine, Time Bomb or Auto Turret.

My Ice/Dev blaster is pretty much PvE only.
I have 1 end red and 3 to hit buffs in the Drone.
I slotted my 3 single target blasts with a mixture of 3xDAM 2xEND,1xRCG and 3xDAM 1xEND,2xRCG, this is balanced for sustained combat and depends on your playstyle and end usage. I think I slotted Frost Breath 3xDAM,1xEN,1xRCG. Freeze Ray is 1xACC,3xHLD,2xRCG.
I also run Hasten.
This gives him a slightly better chance to hit than if he didn't have a Targeting Drone but slotted accuracy. For Freeze Ray, the attack that has to hit, I put an ACC in there for almost guaranteed hittage.
Treat PvP as fighting purples. I would say a PvP build shoulf have at least 1 ACC, 2 or 3 if you want to take down defence based builds.

1 acc (for purples and pvp cos u have TD)
3 dam (as always)
1 end (additional attack chains to an endurance bar)
1 recharge (more so on heavy hitters, its where needed really to chain attacks otherwise if you can afford an end slot then you add attack chains to your end bar by additional end slots).
targetting drone i've done 2 end 3 tohit myself, its anything to stand still with other toggles if you have them and not see a gradual decline in endurance.

tbh, even with 3 acc in drone it aint enough most times for buffs on vills + stalker sr/nin or even EA w/buffs
my blaster = 2acc on attacks, drone = 3acc/3endrdx
hits 98% of the time (except atm, enhances are yellow or red.... :P)
