Thats propably true, but TFs recharge is 20 seconds, hasten+quickness does not increase that to 36 seconds, now does it..

If u think of recharge as an acceleration of the rate, then it does increase, I guess its just the way u look at it.
You INCREASE the recharge rate and DECREASE the recharge time.
Simple really.

if your gonna take this build to SC PvP mainly you wont be hitting anything 
SC caps at lvl 30 and you havent slotted acc's until 30+ wich means those wont be 'active' in SC, and that my friend is gonna hurt you badly.
